- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. DESCRIPTION: This project involves the furnishing and installing components of a water supply and distribution system in and adjacent to the OHV facility at Fouts Spring including a steel enclosure and cover for the new horizontal well and associated piping to hook the source to existing pipe line; as well as other associated work. The project has options that include a new water line to the Mill Creek Campground and associated hydrant, furnishing equipment including a 1 HP submersible well pump, 180 feet of 1 ¼ inch PVC pipe to run from pump to surface, well casing centering pieces, well seal, 220 feet of electric power wire for submersible pump, pump controller and 3R enclosure for control unit. LOCATION: From Willows, Ca. take state route 162 West 23 miles to Glenn county road 306 and proceed South on County Route 306 22 miles into Colusa County Route 32, turn right at the USFS Stonyford Work Center onto Colusa County route 43 (Fouts Spring Road) Forest Route M10 and proceed West 9 miles the Entrance to the Fouts Spring OHV Recreation Complex Road 18N03. PRICE RANGE: The price range for this project is between $100,000 and $250,000 CONTRACT TIME: Estimated start work date is August 1, 2011 with a contract time of 90 calendar days from the effective date of the Notice to Proceed. SET-ASIDE: This project is 100 percent set aside for Small Business. NAICS Code: 237110, with a Small Business Size Standard $33.5 million average annual receipts. BONDING: A bid guarantee will be required with the offer. Performance and Payment Bonds in the amount of 100%of the contact price will be required of the successful contractor within 10 days of award. SOLICIATION DOCUMENTS: The solicitation will issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about June 16, 2011. SITE VISIT: A pre-bid meeting is planned but is not scheduled at this time. Please check the solicitation for the date and time. RESPONSE TIME: Request for Proposals will be accepted at Northern California Acquisition Service Area, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 2:00 p.m. Pacific Daylight Time on July 18, 2011. Proposals will only be accepted by hard copy; facsimile proposals will NOT be accepted. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA).
