Attachment 2 Current Staffing Schedule Attachment 1 Statement Of Objectives (SOO) REQUEST FOR INFORMATION (RFI) For the Department of Homeland Security (DHS) Office of Health Affairs (OHA) BioWatch Program For Professional Lab staffing services This is a Request for Information (RFI) as identified in FAR 15.201 (c)(7). This is not a Request for Proposal (RFP). A solicitation is not being issued at this time, and this notice shall be not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This RFI is being published to identify potential sources capable of providing comprehensive and cost effective professional laboratory staffing services in select state and local public health laboratories across the United Sates in direct support of the Department of Homeland Security (DHS), Office of Health Affairs (OHA) Bio-Watch Program mission. The Bio-Watch Program provides continuous monitoring for the aerosol release of biological agents 24 hours a day, 7 days a week, and 365 days a year (24/7/365). Air sample filters are collected daily on a 24-hour collection cycle and transported to a Bio-Watch Laboratory Response Network (LRN) laboratory for analysis. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541380, Testing Laboratories. This industry comprises establishments primarily engaged in performing physical, chemical, and other analytical testing services, such as acoustics or vibration testing, assaying, biological testing (except medical and veterinary), calibration testing, electrical and electronic testing, geotechnical testing, mechanical testing, nondestructive testing, or thermal testing. The testing may occur in a laboratory or on-site. The size standard for NAICS 541380 is $12.0M. Comments on this NAICS Code and suggestions for alternatives must include supporting rationale. No decision has yet been made regarding the acquisition strategy for this requirement. Your response should identify your business size (large or small) in relation to this NAICS code. The government is interested in all small businesses, including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business). Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. A solicitation is planned in the 4th Quarter of FY11. 1. Background The BioWatch Program was established in January 2003. The program addresses the need for biodefense measures for the civilian population consistent with Homeland Security Presidential Directive 10 (HSPD-10), Biodefense for the 21st Century. The BioWatch Program operates nationwide, focusing on protecting major population centers. The program is a partnership between Federal, state, and local governments for the purpose of ensuring the protection of the nation's population against biological terrorist threats. The current operational system is comprised of fielded aerosol collectors and teams of support personnel including field, laboratory, public health and responders from Federal, state, and local organizations. This RFI is specific to the requirement for personnel performing daily laboratory analysis operations and, as required, related surge activities in response to bioterrorism and/or other terrorism-related events. 2. Description of Services The Contractor shall provide laboratory-staffing services to the BioWatch LRN laboratories throughout the United States seven (7) days a week, three hundred and sixty five (365) days a year, effectively managing and meeting all laboratory testing, analysis, and reporting requirements as further defined in the Draft Statement of Objectives (SOO) (Attachment 1). Services shall be provided to all laboratory sites and will encompass a single shift for most sites, with the contractor being able to surge to 24 hours a day operations as directed. Normal single shift work would be for eight hours. In the event of a surge, operational requirements could result in shifts ranging from eight to twelve hours (assuming three sample collections and limitations on personnel available forces 2-12 hour shifts). Identification of those sites will be provided during the solicitation. The current staffing schedule has been included (Attachment 2). The contractor must also have the ability to provide additional services to accommodate additional sites as added. Contractors will require access to sensitive but unclassified information 3. Approach This RFI focuses on identifying potential sources that could participate in a future RFP for lab staffing in support of the DHS OHA Bio-Watch mission. DHS seeks information on vendors capable of delivering professional lab staffing services as described in the draft SOO. 4. Responses FAR Provision 52.215-3 is hereby incorporated in full text: 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) a. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. c. This solicitation is issued for the purpose of: [Not Applicable, this is an RFI] (End of provision) No contract will be awarded as a result of this RFI. The Government will not pay for costs associated with developing a response to this RFI. No other information is available to respondents. Responses shall be received by June 8, 2011 4:30 (16:30) PM Eastern Standard Time (EST). Interested parties are requested to submit a statement of capability outlining past work that is related to this requirement. The statement of capability shall include: • Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. • Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. • Business size for NAICS Code 541380 (size standard $12.0 M) and status, if qualified as an 8 (a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). • DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources. • Company's current facility clearance, date of expiration, and name of the agency that granted the clearance. • Companies are requested to provide at least two contract references for which they were the prime contractor performing 50% or more of the work, demonstrating they have the requisite capability. Contract information shall include: • Contract number • Total Value of award • Agency receiving services to include Agency DUNS number • A one paragraph summary of description of effort. • Phone number and email address for the COTR • If no previous experience exists, provide a statement to that affect. • Companies shall include the labor categories and labor category descriptions for those task orders or contracts provided as contract references. • A statement of qualifications for the firm describing its experience providing lab staffing services. If a teaming arrangement is contemplated, discuss potential team members. • A description of the proposed labor categories : o Title and description of labor categories o Years of experience for each category o Education requirements for each category • A discussion of the firm's ability to staff multiple locations through out the continental United States. • A discussion of the firm's ability to meet the requirements listed in the draft SOO. • Comments and questions on the attached draft SOO are invited and should be provided in a separate document aside from the capability statement. This document does not count against the 15 page limit for the capability statement. • Questions can be asked, however response will not be provided. The government will take into consideration the questions asked and may refine the SOO based on feedback provided. • Proprietary information submitted, as part of responses to the RFI, should be clearly marked and identified as PROPRIETARY. • Companies shall provide name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the response. The statement of capability shall be UNCLASSIFIED. Any information provided by industry to the Government as a result of this RFI is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industry's responses to this RFI may be used in the development of an acquisition strategy and future RFP. The company's standard format is acceptable; however, the page limit for the capability statement is not to exceed fifteen (15) single-sided, 12 font size (10 points for figures and tables), 8 ½ x 11-inch pages. Attachments (test reports, product brochures) may be submitted, and will not be included in the page limit. Contractors capable of providing these services should submit a Statement of Capability containing the above referenced information via e-mail to David.Villalobos@dhs.gov and Martha.Palacio@dhs.gov; the Government points of contact for this e-mail are David J. Villalobos, Contracting Officer, and Ms. Martha Palacio, Contract Specialist. Each submission should be virus-scanned prior to being sent. Electronic submission is required.
