Description
This is a sources sought announcement only and is not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Survivability, Vulnerability and Assessment Directorate (SVAD) at White Sands Missile Range (WSMR) is conducting market research to determine the capability of 8(a) small businesses in regards to providing Transient Environments and Radio Frequency facility support, project test support and general test support. The contractor would also provide engineering and manufacturing to support the SVAD at WSMR. The SVAD operates extensive Electromagnetic (EM) Environmental Effects (E3) Test facilities to support the requirements for test and evaluation of weapons systems while being subjected to electromagnetic environments. Specific areas of expertise include nuclear and electronic warfare (EW)/electro-optical(EO)/EM effects simulation, test, evaluation, and assessment; life cycle survivability assessment; transient radiation effects on electronics (TREE) testing; and test technology, instrumentation, and maintenance of a comprehensive survivability database. The EW/EO/EM test facilities include the Electromagnetic Pulse and Electromagnetic Radiation facilities, the Pulsed Laser Vulnerability Test System (PLVTS) at WSMR's High Energy Laser Systems Test Facility (HELSTF) site, and the Lightning Test Facility (LTF), also at WSMR. The following is presented to better understand the technical support required: 1. Transient Environment Facilities and Test Support: Provide support to operate, maintain, support and execute testing at SVAD's facilities within the Directed Energy & Ionizing-Radiation Test Branch. These facilities include High Altitude Electromagnetic Pulse (HEMP), Lightning (Direct (DL) and Near Strike (NSL)), Electronic Attack (EA) and Blue Force Electromagnetic Compatibility (BFEC), High Power Microwave (HPM), Wide Band Threat System (WBTS), Ultra-Wide Band (UWB) and Initial Nuclear Radiation Facilities. 2. General Manufacturing: SVAD may require machinist support and general manufacturing to support the execution of various testing programs and critical testing facilities. The testing facilities shall include all of SVAD's current facilities and capabilities. Examples are test and facility hardware to support Transient Electromagnetic Environments Facilities and Initial Nuclear Radiation Facility (INR). A detailed knowledge and experience is required with respect to electronics or mechanical design, Circuit Card Assembly manufacturing, mechanical design and Electromagnetic Facility design. 3. Technical / Engineering Support: SVAD may require technical / engineering support and consultation for our facilities and capabilities, especially the Transient Electromagnetic and Radio Frequency facilities. Examples of the anticipated skill sets are: a. Electromagnetic Hardware Design b. Radio Frequency (RF) Engineering Technical Support and Analyses c. Database and Software Development d. Data Analysis Technical Support e. Specialty Engineering Support and Analyses f. Ionizing and Non-Ionizing Facility Technical Support, Analyses and Fabrication. g. Counter Improvised Explosive Device (CIED) knowledge and experience h. Computer Aided Design and Drawings i. Electromagnetic and Mechanical Analyses j. Electrical and Mechanical Engineering Technical Support k. Antenna Design and Fabrication l. Mechanical Documentation, Design & Fabrication m. Instrumentation Design & Fabrication. n. Augmentation ability to allow support testing and facility requirements with qualified, cleared Technicians and Engineers on a one (1) week notice (surge requirements). Each potential source shall give a brief description of their ability to meet the SVAD Technical Services requirements to include all positions and additional support areas. This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractors ability to successfully satisfy the requirements of the SVAD Technical Services Contract. Firms shall also provide point of contact information where available for the efforts cited above. All responses to this sources sought are limited to twelve pages and must include the following additional information: name and address of firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to herman.reid@conus.army.mil no later than 1:00 P.M. MDT on Monday, June 13, 2011. Acknowledgement of receipt will not be made. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this sources sought. The information resulting from this sources sought may be included in one or more RFPs, which may be released via the FEDBIZOPS portal.
