- The Centers for Disease Control and Prevention (CDC) Division of Healthcare Information (DHI), Public Health Surveillance Program Office (PHSPO), Office of Surveillance, Epidemiology, and Laboratory Services (OSELS) requires Developing Business and Infrastructure Requirements for Syndromic Surveillance using Clinical Data from Health Information Exchanges (DBIRSSCDHIE). A major component of the Health Information Technology for Economic and Clinical Health (HITECH) Act under the 2009 national economic stimulus legislation is the Medicare and Medicaid Electronic Health Records (EHR) Incentive Programs. Implementing these "Meaningful Use" programs is of immediate importance for public health authorities (PHA). This creates an opportunity to identify messaging standards and information interchange architectures (e.g., health information exchanges or HIE) for public and population health using clinical data from an EHR. In particular, there is a need for practice and technical standards that support syndromic surveillance using primary and inpatient care health data. Furthermore, such standards need to meet business requirements that accommodate the full range of stakeholder organizational capabilities without barring or impeding innovation. Given the fiscal challenges that health departments are facing, improving public and population health through Meaningful Use demands business requirements that support extensible EHR solutions and building efficiencies with existing assets. The Contractor will identify messaging standards and information interchange architectures (e.g., HIE) for syndromic surveillance using clinical data. The Contractor must furnish all the necessary personnel, facilities, supplies, equipment and travel required to recommended business requirements for ambulatory and inpatient care syndromic surveillance. A graphical depiction of the Government's concept of the work breakdown structure required of this project is provided in the the solicitation The North American Industry Classification System (NAICS) Code is 541511. Attached is the DRAFT solicitation. The actual solicitation will be posted on this site on or about June 26, 2011. Proposals shall be due approximately thirty (30) days after the RFP issuance date. CDC anticipates awarding one (1) Firm-Fixed Price contract. The period of performance is Twelve (12) months from date of award. Performance is anticipated to begin within thirty days of contract award. Award will be made in acordance with FAR 52.232-19, Subject to the Availibility of Funds.
