Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2011104 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-51. The North American Industry Classification (NAICS) Code is 541712 and the business size standard of 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with The University of Chicago Medical Center - Dept. of Psychiatry and Behavioral Neuroscience - 5841 South Maryland Avenue - Chicago, IL 60637 to carry out the following: The Professor at the Psychopharmacology Laboratory at the University of Chicago Medical Center will carry out a study in up to sixty 60 healthy volunteers, on the ability of a Functional Magnetic Resonance Imaging (fMRI) task developed at the NIH to enhance conditioned stimulus preference for amphetamine. This is a human translation of a classical animal model used to assess drug reward. The paradigm established through this work will subsequently be used at the NIH in a virtual reality based (fMRI) environment to study functional neuroanatomy of drug reward. Now, in collaboration with the NIH, the U. Of Chicago Professor is interested in studying the combined effects of a rewarding drug and external reward. Based on recent theories on the neurobiology of reward, the NIH expects that there will be a synergistic interaction between drug reward and environmental reward. The NIH scientist and his colleagues have developed behavioral tasks that are ideally suited to testing this question. Together the NIH scientist and the U. of Chicago Professor will prepare the tasks to be used in the study and the U. of Chicago will recruit, screen and test the participants at the U. of Chicago Medical location. This study will form the basis for future imaging studies to be conducted in the NIH laboratory. The tasks to be carried out are as follows: Task 1: The U. of Chicago will provide the NIH a sample testing of the paradigm which includes data on at least twenty healthy volunteers, within 60 days for the start of the award/procurement. Task 2: The U. of Chicago will provide the NIH a developed paradigm that is a working virtual reality based fMRI environment to study functional neuroanatomy of drug reward. The vendor will generate a validation of behavioral tasks that is needed for subsequent imaging experiments at the NIH. The vendor will also provide the data from the remaining volunteers within 120 days for the start of the award/procurement. During this process the lab at the NIH will receive progress reports and updates from the U. of Chicago laboratory. The professor at the U. of Chicago/Psychopharmacology Laboratory possesses internationally leading expertise in this area of human psychopharmacology and rewarding properties of stimulants. It possesses specific unique expertise for the work in question. The U. of Chicago/Psychopharmacology Laboratory the only known lab to have successfully carried out and published study reporting conditioned stimulus preference in humans. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the services specified in this synopsis must submit two (2) copies of their quotation to the below address. Offers must also be accompanied by descriptive literature, references and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations/offers shall not exceed ten pages. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by June 16, 2011 by 12pm (noon) EST. The quotation must reference "Solicitation number" NICHD2011104. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
