Description
Full RFP Subject: Request for Proposals, Root Cause/Incident Investigation Training Solicitation Number NRC-HQ-11-R-38-0065 100% Small Business Set-Aside Dear Offeror: Enclosed is a Statement of Work requirement for the negotiation of a Contract proposal under the "Root Cause/Incident Investigation Training" Services request. No later than 11:00AM on July 6, 2011, please provide this office with a cost and technical proposal to accomplish the work described in the attached Statement of Work. The selection process will consist of a Best Value source selection based on personnel qualifications and experience, organizational past performance, organizational experience, and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, USNRC will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, USNRC will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability with the marginal difference in price. This procurement is a 100% Small Business Set Aside. The NAICS code for this solicitation is 611430 and the small business size standard is $7.0 million. The Government estimated value of this contract is $2,500,000.00. This procurement will be for one base period of twelve (12) months and four 12- month option periods. The number of awards under the Root Cause/Incident Investigation Training Services Contract will be one (1).
