Description
This is a modification 2 to the synopsis entitled JOHNSON SPACE CENTER PROTECTIVESERVICES CONTRACT (JSCPSC) and Solicitation NO. NNJ11367009LA which was posted on March11, 2011. You are notified that the following changes are made: As part of the Governments continuous information exchange with industry whileformulating the acquisition strategy for the Johnson Space Center Protective ServicesContract (JSCPSC) which will provide protective services at NASA's Lyndon B. JohnsonSpace Center (JSC); Ellington Field (EF); Sonny Carter Training Facility (SCTF) inHouston, Texas and will also include the White Sands Complex (WSC) and the White SandsTest Facility (WSTF) in Las Cruces, New Mexico, the Government requests your assistanceas it seeks to arrive at the most suitable approach for acquiring these services. TheGovernment is exploring the opportunity to set aside the JSCPSC as a Small BusinessSet-aside with a base period of performance of 6 months, followed by four 1-year options,and a final 6-month option to meet fiscal year funding requirements. It is anticipatedthe services to be provided will include:Protective services analysis, engineering and program managementSecurity servicesLaw enforcementEmergency management andTrainingThe information contained herein is pre-decisional and does not constitute a Request forProposal, Invitation for Bid, or Request for Quotation, and is not to be construed as acommitment by the Government to enter into a contract. The NAICS Code for the proposed acquisition is 561612 and the small business sizestandard is $18.5 Million average annual gross receipts for past three years. The maximum award value is anticipated to be $100 Million after all options have beenexercised. In order for NASA to make this determination, the Government requests information inorder to gain knowledge from potential offers. Please provide a brief response to the following question: 1) How would contract duration impact the quality of the work and provide the bestvalue for the Government? Specifically, include the impacts, if any, of proposing to abase period shorter than one year. 2) What combination of base and option periods of performance would allow you topropose the best value to the Government and what factors or considerations support thatrecommendation?RESPONSE DUE: All Interested parties responses shall be submitted via e-mail to Lee AAudet at lee.a.audet@nasa.gov.Responses are required by 12:00 p.m. Central Time on Wednesday, 06/08/2011. Pleasereference NNJ11367009LA in any response. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot beaccepted by the Government to form a binding contract. The Government is under noobligation to issue a solicitation or to award any contract on the basis of thissynopsis. The Government will not pay for any information solicited. No evaluationletters and/or results will be issued to the respondents. No solicitation exists;therefore, requests for copies will not be provided. If a future solicitation is releasedit will be synopsized in FedBizOps.gov and on the NASA Acquisition Internet Service.Potential offerors are responsible for monitoring these sites for the release of anyfuture solicitation or synopsis. The Government intends to review the responses submittedby Industry. This data will not be shared outside the Government. The Government may usethis data to refine requirements and develop a request for a proposal. Data that issubmitted as part of Industrys response that is marked Proprietary will not bereviewed.
