- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this was an unsolicited research proposal, and no other supplies or services will satisfy agency requirements.(FAR 6.302-1). See posted J&A for further information. The US Army Medical Research Acquisition Activity proposes to award to Ping Zhang 19218 Wheatfield Dr. Germantown, MD 20876 on a sole source basis, for the service of Pharmacological technican. These services require expertise in support to investigators in new drug development, to perform animal studies (mouse,rat,dog, and monkey) in pharmacology, toxicology, and pharamacokinetics for new drugs. This is for the continuation of a current ongoing research project. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would increase the overall cost to the Government. The solicitation number, for reference use W81XWH-11-T-0352. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
