Description
This synopsis provides the Government's intent to solicit and award a sole source FFP, with a LH surge component, managed service contract in the Atlanta, GA area, utilizing the procedures of FAR Part 12, to Metro Logics Inc, 10635 Marina Drive, Olive Branch, MS 38654. This sole source action is to provide a bridge contract, for a period of 7 months (October 01, 2011 - April 30, 2012), until the associated competitive Request for Proposal Special Notice, GSA solicitation GSC-QFOB-11-32409 posted on FedBizOpps on April 11, 2011 is awarded; and conditioning, transition, and product relocation efforts are completed. Interested parties may review the April 11, 2011 Special Notice posting for further information on this related effort. Currently, the Government contracts for the storage and management of critical disaster-related medical and pharmaceutical products utilizing two separate facilities in the Atlanta, GA area through Metro Logics. Both of these facilities have been extensively conditioned to allow for the proper storage, management, and retrieval of these specialized life saving products. The task orders involving these two facilities along with their associated managed services are both due to expire on September 30, 2011. Proposals under the competitive solicitation GSC-QFOB-11-32409, which consolidates these two facilities into a separate larger facility, are due on June 6, 2011 with an anticipated award date of July 2011. Upon award, the competitive contract will require a conditioning and transition period of approximately 9 months; which includes the relocation of approximately 30,000 pallets of product from the existing multiple locations to the new consolidated facility beginning on or about March 2012. The current support through Metro Logics must continue in order to provide a properly conditioned environment for the safe and effective storage of these materials while the new facility is being conditioned and accepted. These products are critical for human survival during a disaster, and as many of them are highly perishable, must be properly stored. Due to the critical nature of these products, the Government requires that any disruption in the immediate availability of these products and services be kept to a minimum. As the current provider of storage and managed services, Metro Logics is the only company that can provide the Government the required conditioned facility in the Atlanta area to properly store and manage these critical medical and pharmaceutical products during this timeframe. Additionally, only through a continuation of the existing Metro Logic facilities and support will the Government avoid the duplication in operational disruption and duplication in extensive relocation costs of transferring 30,000 pallets of product, potentially twice during a 6 month period. It is being noted that due to the sensitivity of this requirement, the resulting sole source bridge solicitation will only be provided to Metro Logics, on or about June 30, 2011, and will not be posted on FedBizOpps. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement which shall be considered by the Government. It is requested that any statements of capability associated with this proposed sole source action be provided to the FEDSIM Contracting Officer identified below, via email, no later than 7 calendar days after the posting date of this synopsis. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon any capability statements received is solely within the discretion of the Government.
