Description
This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain ecosystem restoration services for the "WASHINGTON PARK, SECTION 506 ECOLOGICAL RESTORATION PROJECT," located in CHICAGO, ILLINOIS. PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for necessary plant facilities, labor, transportation, materials and equipment to restore a 62.8 acre palustrine parkland environment including oak savanna, fringe wetland, wet meadow, short-grass prairie and swale habitats. The project will restore adequate hydrology and slope to the existing shorelines of the lagoon through mechanical grading activities. Application of herbicides, selective clearing of shrubs, planting plugs of native species, seeding of native species and the installation of fencing and additional trails will occur throughout the project site. Two measures of fish habitat creation are included in the project and will consist of placement of large woody debris and boulders into the lagoon at the park. Additional features include recreational elements such as construction of two boardwalks and a kayak/canoe launch. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to SMALL BUSINESS CONCERNS. The Classification Code for this procurement is North American Industry System Code 561730, which applies a small business size standard in dollars of $7.0M. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site http://www.Fbo.gov. The IFB will be available at the above-mentioned Internet site on 16 June 2011. Bids will be due by 2:00pm CDT on 18 July 2011. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the Central Contractor Registration (CCR); Contractors can access the CCR for free at http://www.ccr.gov. The Government intends to award a firm-fixed price services contract from this acquisition. Request for solicitation packages made by telephone, fax or e-mail will not be honored.
