- The Federal Bureau of Investigation (FBI) intends to award a one time, fixed price, sole source contract with Television Equipment Associates, PO Box 404, Brewster, NY 10509, under Request for Quote (RFQ) LDQ004855. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administrations Ebuy website, www.gsaadvantage.gov. Television Equipment Associates is to provide forty (40) Digital Invisio dual ear bone mic headset with hearing protection and situational awareness. Based on market research utilizing information obtained from industry sources and field testing performed at FBI facilities and locations, it has been determined that the FBI's requirement can only be provided Television Equipment Associates. Television Equipment Associates, Digital Invisio dual ear bone mic headset with hearing protection and situational awareness is the only product capable of meeting the following requirements: Headset Requirements: 1) Bone Conduction Microphone Only 2) Include a battery powered alternative power source 3) Earpiece must include an internal holder as well as a behind the ear holder for stability 4) Hearing protection to 29dB NRR and 32dB SNR 5) Speaker and Microphone must be physically located on ear-piece 6) Submersible to 2 meters in salt water for up to 2 hours 7) Provide 360 Degree situational awareness while compressing sound above 85dB down to a non-damaging level 8) Communication possible even when face is covered with gas mask, respirator, re-breather and through HAZMAT suits Headset Controller Requirements: 1) Ability to perform multiple communication inputs 2) Access to volume control of radio communications and control of situational awareness 3) Include a battery powered alternative power source 4) Submersible to 2 meters in salt water for up to 2 hours 5) Use both wireless and wired remote switch 6) Allow for full duplex and half duplex communications, and integration into aircraft ICS system 7) Capable of auto sensing radio to adjust control levels and be field adjustable This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am, (EST), Friday, June 17, 2011, by email only, to Mr. Jacob Gessel, Contracts Specialist, at Jacob.gessel@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
