- The USPFO for Nebraska, located in Lincoln, Nebraska intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction of PN: 310110, East Campus RC ADD/ALT located at the Lincoln East Campus Readiness Center, 2200 No. 33rd St., Lincoln, NE. Project goal is to meet the LEED Silver Certified requirements as established by the USGBC rating system. Construction services will consist of the renovation of a 2 story, brick masonry building to include installation of a new elevator, adhered EPDM roofing, gysum drywall, painting, porcelain tile, carpet, resilent base, lay-ini ceiling tile, hollow metal and solid wood doors, frames and borrow lites. New HVAC system, electrical, EMCS, interior renovations, infrastructure updates, exterior renovations to include new windows and landscaping and other ancillary services. In addition to the main building, there is a metal vehicle maintenance facility that includes maintenance support spaces, administrative office spaces, utility spaces, and life safety support spaces. An electronic security system, fire suppression system, power cabling and conduit, lights and other miscellaneous construction. In addition to a base price for the work describe above the solicitation includes Government Options for this project of the following: 1. Window Fenestrations on West Side of Building; 2. Replace Overhead Door in Assembly Area 15; 3. Upgrade Flooring in Hallways; 4. Provide Wood Paneling Wainscot in Corridor; 5. Upgrade flooring in Lobby; 6. Install new 60 mil EPDM roof on Vehicle Maintenance Building; 7. Replace Overhead Doors at Vehicle Maintenance Building; 8. Replace windows in Vehicle Maintenance Building; 9. Paint Interior of Vehicle Maintenance Building; 10. Repair and refinish concrete floor in Vehicle Maintenance Building; 11. Upgrade the Roof Membrane from 60 mil to 90 mil; 12. Replace small windows with large windows to match existing; 13. Replace flagpole. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is anticipated to take approximately 400 calendar days after notice to proceed including inspection and punch list and all close out requirements to include LEED certification. Liquidated damages are included with this project. The contractor will be required to coordinate with all outside entities and partners that the Nebraska Army National Guard is required to coordinate with to include but not limited to State and City authorities that have jurisdiction due to the location, as well as the University of Nebraska facility personnel. The North American Industry Classification System (NAICS) code for this work is 2362200. This is a total small business set-aside. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states 'By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees' applies to this project. The tentative date for issuing the solicitation is on or about 20 June 2011. The tentative date for the pre-proposal conference is on-or-about 28 June 2011, 9:30 a.m. local time at the USPFO for Nebraska, JFHQ Conference Room, 1234 Military Road, Lincoln, NE Interested contractors are encouraged to attend and shall follow conference registration and installation access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 211 July 2011. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. Factors Technical and Past/Present Performance are considered to be approximately equal in importance and when combined, the non-Price Factors are approximately equal to the Price factor. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database.
