- Introduction and purpose of this Request for Information (RFI) is to promote exchange of information with industry in accordance with FAR 15.2, the Defense Logistics Agency Energy (DLA Energy) of Fort Belvoir, Virginia, is issuing this RFI on behalf of the U.S. Military Services. This RFI requests any pertinent data from industry which may be of use in improving to the current Department of Defense (DoD) Joint Specification MIL-PRF-32233 TANKS, COLLAPSIBLE, 3,000, 10,000, 20,000, 50,000, & 210,000 U.S. GALLONS, FUEL for Collapsible Fuel Storage Tanks. Scope MIL-PRF-32233 TANKS, COLLAPSIBLE, 3,000, 10,000, 20,000, 50,000, & 210,000 U.S. GALLONS, FUEL covers collapsible fuel storage tank assemblies. The tank assemblies are used by all branches of the U.S. Military to store aviation and ground propulsion fuels in austere environments in support of contingency operations. They have traditionally been fabricated from coated elastomer materials that are collapsible and capable of being deployed quickly. Requirements for tactical fuel storage using CFTs are broken down into these primary requirements: 1. Type of fuel being stored: JP-8 IAW, MIL-DTL-83133; JP-5 IAW, MIL-DTL-5624; Diesel Fuel IAW, A-A-52557; Aviation Gasoline IAW, ASTM D 910. 2. Volume of fuel stored 3k, 10k, 20k, 50k, or up to 210k gallons per tank 3. Footprint for which they have to work with, based on new berm dimensions in TB 10-5430-253-13 Earthen Berm Sizes 79' x 79 79' x 34' 34' x 34' 26' x 26' 18' x 18' 4. Basic Material Requirements Puncture Resistance: minimum of 225lbs Diffusion or fuel permeability (JP-8): 0.06 fl. Oz. / sq ft / 24 hours Material cannot contaminate fuel being stored 5. Environmental Requirements Holds fuel without leaking in ambient temperatures from -25F to 140F Can be packaged for 12 years before placed into service. Packaged storage conditions within -25F to 160F 6. Miscellaneous tactical requirements Total tank assembly must be under 10,000 lbs Must be deployed within 2 hours using 8 to 16 people Can be packaged and re-deployed up to 3 times during service life Notice Type: Information Sought Synopsis: This RFI requests information from industry on how these products or additional ancillary items can supplement military bulk fuel storage and ultimately improve performance in the following requirement areas: 1. Range of fuel volume holding capacity based on current manufacturing processes and material limitations. 2. Footprint (tank dimensions) based on industry standards, safety, material limitations and fuel holding capacity. 3. Puncture resistance of tank materials while not surpassing a maximum weight of 10,000 lbs for final assembly. Weight does not include berm liner, hose assemblies, valves, and fittings listed under MIL-PRF-32233. 4. Permeability (diffusion) of fuel through fuel tank material. 5. Service life beyond the minimum of 3 years once fuel is added to tank in all environmental conditions described in MIL-PRF-32233. 6. Testing selected samples or full assembly items for conformance to requirements which indicate manufacturing quality errors prior to Government acceptance. 7. Manufacturing Lot sizes. 8. Field level repairs. Information shall be submitted at no expense to the Government and will not be returned. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state their business size, Cage Code and whether their proposed improvement is available commercially, made domestically of domestic textiles (must comply with the Berry Amendment (10 U.S.C. 2533a) - manufacturers must list the origin and place of manufacturing operations of all components). Companies responding to this request for information should send all responses in a Microsoft Word or compatible format document to Janet OMeara, at janet.omeara@dla.mil or 703-767-8554. The deadline for responses is July 1, 2011; this is a closed ended RFI. All correspondence shall reference the synopsis number and subject: "SP0600-11-0601, Collapsible Fuel Storage Tanks". Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified, or the technology and expertise for development, to meet the Government's needs. The Government will not pay for any information submitted in response to this RFI.
