Description
NASA/DFRC plans to issue an Invitation for Bids (IFB) for Repair of FlightlineAccess Roads and Access Ramps, Phase 1 at the NASA/Dryden Flight Research Center, EdwardsAFB, CA. The project consists essentially of, but is not limited to, the repair ofexisting airfield pavement (taxiways, tow-ways, ramps, access roadways, and AeronauticalGround Equipment (AGE) yards).The project includes the removal and replacement of badlycracked concrete ramps, joint sealant, and grout. Also included inthe effort is the repair of taxiway spall damage. This project will also resurfacevarious asphalt pavement sections within the DFRC main complex. This includes asphaltpavement demolition, grading, and the compacting of new sub-grade, placement of compactedbase materials or recycled roadway materials, installation of asphalt concrete paving,striping, signage, and slurry sealing. The following is an estimate of some of theefforts involved and other procurement information:Sawcut Asphalt (4) = 2,700 LF, New Asphalt Pavement = 40,800 SYNew Asphalt Overlay = 1800 SY, Slurry Seal = 36,000 SYNew Concrete Pavement = 1,100 SYUnder Federal Acquisition Regulation (FAR) guidelines, the prime contractor musthave the capability to perform at least 15% of the contract work with his/her ownemployees.The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and theeffort shall be completed within 275 calendar days after Notice To Proceed (NTP).This procurement is a total Service-Disabled Veteran-Owned Small Business (SDVOSB)set-aside. The NAICS Code and small business size standard for this procurement are237310 and $33.5 Million, respectively. The anticipated release date of the IFB is on or about 08JUL11 with an anticipated offerclosing date of on or about 09AUG11.The firm date for receipt of bids will be stated in the IFB. Specification and Drawingswill be available for download with the solicitation over the Internet. All responsible sources may submit a bid which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(b) An organized site visit has been scheduled for - 19JUL11. Participants must complete and forward to the Contracting Officer, DFRC Form735-1 (09/29/2010), Visit Request, no later than five (5) business days.(c)Participants will meet at -NASA-Dryden Research Center, Edwards, CA, Building B4825, Instiutional Support Facility(ISF), at 0900HRS.(End of Provision)All contractual and technical questions must be submitted in writing.
