- 0The United States Army Corps of Engineers (USACE) Kansas City District intends to issue a Request for Proposal (RFP) for Debris Collection and Removal services in Joplin, Missouri on or about June 07, 2011. This solicitation will be issued in support of the Joplin, MO tornado relief effort. This announcement is issued for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotation (RFQ)) or a promise to issue a solicitation in the future. This solicitation will be set-aside for certified Service-disabled Veteran Owned (SDVO) businesses. The Government anticipates awarding a service contract in response to the solicitation. The award will be for a specific geographic area identified for debris collection and removal in Joplin, Missouri. Debris to be collected is predominantly, but not limited to: (1) Municipal solid waste - general household trash and personal belongings;(2) Construction and demolition (C&D) debris - building materials (which may include asbestos-containing materials), drywall, lumber, carpet, furniture, mattresses, plumbing;and (3)Vegetative debris - trees, branches, shrubs, and logs. The NAICS Code for this effort is 562910, Environmental Remediation Services (size standard 500 employees); however, for this solicitation contractors with expertise in related NAICS codes will be considered. The period of performance will be approximately 3 months with an estimated program amount of $40 million. The solicitation will be issued as a Request for Proposal (RFP) using the Lowest Price Technically Acceptable Selection approach. A Presidential declaration of an emergency has been issued for the State of Missouri for Newton and Jasper Counties, (FEMA-3212-EM), Amendment No. 02, dated 23 May 2011. As a result of the declaration, the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) is applicable to Newton and Jasper counties. Accordingly, award preferences will be given to SDVO businesses located in Newton and Jasper Counties. The Government will use the information provided by interested offerors to determine the overall acquisition strategy. In response to this notice interested offerors should submit a capability statement (5 pages or less) in written format. The preferred method of response is via email to all Points of Contact (POC's) listed in this notice. Please insure your capability statement includes the following: (1) summarize how your company is capable and qualified to handle large scale debris clean-up and removal services; (2) summarize projects completed similar to the projects outlined above. The list of relevant projects shall include the total cost and duration of the projects; (3) provide bonding capacity per contract and aggregate capacity; (4) Small Business status. Capability Statements should be submitted as soon as possible, but no later than the close of business on 07 June 2011.
