Description
ESTIMATED PRICE RANGE: Between $1 million and $2 million. DESCRIPTION: The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), seeks a qualified contractor to provide all labor, materials, equipment, supervision, etc., as necessary to construct highway preservation in the form of road bed reconstruction and paving of the single lane Mauna Loa Observatory Access Road. The road, constructed 45 years ago, provides access to the Mauna Loa Observatory, a federal research and atmospheric monitoring facility. The existing road width varies from 12' to 14'. Pavement overlay depth shall be approximately 1 inch and limited to 12 feet wide in most places. The amount of paving that will be performed will be dependent on project budget. The base contract shall be limited to two (2) miles starting at approximately mile marker 15 as measured from the Saddle Road cutoff, at altitude 10,292 ft. ASL, (N 19° 33′ 14.3″ W 155° 32′ 15.6″) and finishing two (2) miles downhill from the start of the work. Additional options for paving beyond the initial 2 miles may also be included in the solicitation. Total length of the road is approximately 18 miles. The locations of the start and finish of the work are approximate and may be adjusted prior to the notice to proceed. The amount of roadway that will be reconstructed is dependent on the bid amounts of the base contract and the options. The intent is to start the work at approximately the 15 mile marker from the Saddle Road cutoff and to complete the work at the point where the existing road was treated with chip seal in 2008. TENTATIVE SOLICITATION ISSUE DATE: 06/22/2011 TENTATIVE PROPOSAL DUE DATE: 07/22/2011 ANTICIPATED AWARD DATE: August 2011 PERIOD OF PERFORMANCE: 120 calendar days after notice to proceed AVAILABILITY OF PLANS: The solicitation, specifications, and drawings will be posted on the internet at the Federal Business Opportunities website at www.fbo.gov and will be available for electronic download without charge. Paper copies will not be issued. PREPROPOSAL CONFERENCE: A site visit and pre-proposal conference may be held at the project site and in Hilo, Hawaii. Details will be provided in the solicitation. The road is public and may be observed at anytime by interested vendors. However, please use caution, as this is a single lane road.
