Description
BRAND NAME JUSTIFICATION The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.501(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) with Dharmacon Products, Thermo Fisher Scientific, 2650 Crescent Drive # 100, LaFayette, CO 80026, as the only responsible source that can provide the product needed for this acquisition. ON-TARGET plus siRNA reagents are siRNA molecules (short, duplexed RNA oligonucleotides) designed to work in a highly defined manner to target a specific sequence within an mRNA such that cleavage of that mRNA is mediated, leading to a decrease in the protein encoded for by that mRNA. The sequence of each siRNA is unique, and extensive bioinformatic analysis has been carried out to ensure that each siRNA sequence will provide both maximum efficacy and target specificity. Additionally, the ON-TARGET plus modifications address off-target effects using modifications to both the sense and anti-sense strands of the RNA duplex. The sense strand is modified to discourage interaction with RISC. MicroRNA-like effects of the anti-sense strand are reduced by modifications of the seed region to destabilize interactions with other mRNA sequences. Dharmacon Products is the only source known to the USAMRICD that has internally developed and continued to enhance their own proprietary algorithm that addresses these issues and thus the ON-TARGET plus siRNA libraries produced by them are unique in composition. ON-TARGET modification - used selectively to enhance selection of highly function siRNAs by inhibiting sense strand involvement in RISC-mediated knockdown. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determintion by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. Based on the above information, the only technically acceptable system is provided by Dharmacon.
