Description
Department of InteriorBureau of Reclamation Sources Sought Notice for A-E Services Please read the requirements thoroughly before making a decision to reply to this notice. The mission of the Bureau of Reclamation is specialized, and, therefore, the services required are also specialized. Qualified firms are highly encouraged to respond. This is a Sources Sought posting only to ascertain the possible number of interested and qualified firms that may respond to a future Request for Proposal (RFP). The Technical Service Center (TSC) is the Bureau of Reclamation's (Reclamation) principal resource for engineering, scientific, and technical expertise in many areas of water resource management, development, and protection. The TSC performs a wide variety of technical services for other Reclamation offices, and as appropriate, to other Government agencies and foreign governments. Mission requirements include dam and dam-related specific expertise. The services of world-class experts are also, on occasion, required. Reclamation is in the initial planning phase for the acquisition of Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Architect-Engineer (A-E) services in support of its mission. Services are anticipated to support A-E requirements that cover planned or existing design and construction, construction-related activities and programs including but not limited to the alteration or renovation of real property. Real property includes concrete and earthen dams and their appurtenant structures, power plants, pumping plants, water treatment plants, buildings, canals, pipelines and other water conveyance facilities. It is anticipated that this will be a full and open procurement for up to two (2) IDIQ contracts procured in accordance with the Brooks Act PL-582 as implemented in the Federal Acquisition Regulations (FAR) Subpart 36.6. Projects would be awarded by individual task orders. The contract period is anticipated to be a 2 (two) year base with 3 (three) single option years. The maximum possible cumulative value of all awarded contracts is currently estimated to be $40,000,000 for the five-year performance period. In addition to use by the TSC, the awarded contracts may also be used by other Reclamation offices located in the 17 western states. The anticipated IDIQ contract(s) will provide the labor categories necessary to support the following A-E services: Geotechnical Services: Embankment dams engineering; soil and rock mechanics; engineering geology; seismotectonics and geophysics, laboratory and field services. Civil Engineering: Structural analysis and design of concrete dams, spillways, outlet works, and other hydraulic structures, water conveyance structures, and buildings; architectural design and analysis including building seismic risk evaluations; hydraulic design and analysis; construction management and support; and materials engineering and research..Infrastructure Services: Analysis and design of mechanical equipment such as HVAC, fire suppression, piping and plumbing systems, fish screens, and trashracks. Analysis and design of hydraulic equipment such as pumps, turbines, gates, tanks, and penstocks. Electrical design of generator rewinds/uprates; generator uprate studies; low/medium voltage switchgear; low/medium voltage distribution; power transformer replacement; adjustable frequency drives/motor soft starters; pumping plant electrical design; switchyards/substations; building electrical distribution, lighting and fire detection/suppression. Hydropower technical services (electrical studies- arc flash, equipment recommendations, power system studies and power equipment testing). Water and Environmental Services: Ecological studies; land suitability; fluvial geomorphology for river restoration; environmental applications and research; extreme event flood hydrology, hydrometeorology, and paleoflood hydrology; river systems modeling; water supply, use, and conservation; sedimentation and river hydraulics; ground water; water quality; resource management and planning; economic and financial analysis. Dam Engineering and Dam Safety Technical Specialists: Comprehensive dam reviews, risk analysis, independent consultant reviews. Technical Support Services: Value engineering, cost estimating, and specifications preparation; computer drafting; technical communications; visual presentations. Firms with the capability of providing the above-listed Architect-Engineer services are encouraged to respond to this notice by completing the questionnaire below.
