- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements" to RJH Consultants, Inc. (RJH), 9800 Mount Pyramid Ct, Suite 330, Englewood, CO 80112 for technical expertise involved with the Ten Mile Creek Reservoir, FL in the Design of a test fill protocol to collect required data necessary to calibrate seepage models and evaluate the performance of the facility. Also required is the identification of personnel (contractor and government) necessary to implement the test fill; the identification of the necessary steps required to put the facility into an operational condition; and the development an emergency action plan to deal with the unforeseen emergencies during the test filling designed to ensure safety of the facility at all times. RJH has evaluated the Ten Mile Creek Reservoir in the past and will be the entity that executes the fill plan. As such, utilizing another entity would entail excessive cost in that another entity would have to spend time and effort familiarizing itself with the Ten Mile Creek Reservoir. RJH is aware of the technical issues at the site and will be able to draft a fill plan much more efficiently than other companies. An award to any other source would affect the U S Army Corps of Engineers ability to provide the technical information required, and would not provide any cost savings to the Government. This Notice of Intent is not a request for proposals.
