- This is a SOURCES SOUGHT announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The 42nd Contracting Squadron is conducting market research to determine the existence of potential business sources to perform overall Information Technology (IT) Services Support and Information Management/Knowledge Operations Management (IM/KOM) function for the Air Force Logistics Management Agency (AFLMA). This support includes all tasks necessary to ensure an effective IT, Information Management and Knowledge Operations Management structure that fosters timely deployment and optimal operations of all AFLMA Information Systems, IT resources, and Knowledge Operations Management functions. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Any updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.fbo.gov, as available. The North American Industry Classification System (NAICS) code is 541519. This comprises establishments primarily engaged in providing computer related services (except custom programming, systems integration design, and facilities management services). Establishments providing computer disaster recovery services or software installation services are included in this industry. Dependent upon responses to this Sources Sought announcement, it is anticipated that a firm fixed price contract for a basic period of one year with four, one-year options may be solicited. IT and IM/KOM will consist of the following: Customer Support, IT Help Desk, Network Implementation, Systems Support, Electronic Records Management, Video Teleconference System (VTC), Asset Management, Sharepoint Design/Maintenance, Records Management program, Information Collection and Reports (ICR) Management program, Publications/Forms Management program, Section 508 of the Rehabilitation Act Compliance program, Official Mail/Shipping/FEDEX Management program, Electronic Communications, Freedom of Information Act (FOIA) and Privacy Act (PA) Management programs. The contractor shall deliver comprehensive, end-to-end IT customer support to include transitioning, operating, maintaining, restoring, protecting, backing up, refreshing, and properly disposing of all AFLMA IT systems and data in coordination with MSD/IT. The contractor shall be required to obtain and meet certification requirements in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The contractor shall implement and maintain the IM/KOM function (AFPD 33-3, Information Management and AFMAN 37-104, Managing Information to Support the Air Force Mission) in support of AFLMA mission operations as outlined in AFMD 33, Air Force Logistics Management Agency (AFLMA) and AFI 33-101, Commander's Guidance and Responsibilities. Customer Support. The contractor shall provide single point of contact (i.e., person, office, and entity), known as the IT Help Desk, for collecting, controlling, disseminating, documenting, and resolving all user IT questions, issues and problems. IT Help Desk Support. The contractor shall man the help desk with personnel qualified to provide IT Help Desk support across the spectrum of Air Force standard office automation systems. Network Implementation. The contractor shall perform continuous voice, video, and data monitoring and analysis of operations for identification of AFLMA resource availability or degradation events as identified in AFI 33-115V1, Network Operations (NETOPS) to include: Solve specific local problems and troubleshooting issues, document and maintain system configurations to include architecture and security settings, and ensure proper backups The contractor shall generate configuration compliance statistics of Agency software and user accounts associated with the NIPRNet in-processing and out processing Agency personnel represent the customer in attending IT training/informational meetings and provide briefings/training of system and process changes, upgrades, etc. Systems Support. The contractor shall provide systems-level support, encompassing both the software and hardware of all IT systems to include Software Maintenance, Hardware Maintenance, and System Administration. Multimedia/Video Teleconference (VTC). The contractor shall be able to operate and troubleshoot all presentation equipment Asset Management. The contractor shall perform all duties related to the tracking and management of IT equipment and assets. Sharepoint Design/Implementation/Maintenance. The contractor shall maintain AFLMA web postings on the Sharepoint. Records Management Program. The Contractor shall implement and maintain the records management program and shall function as Agency Records Manager (ARM) and Functional Area Records Manager (FARM). Publications & Forms Program Management. The contractor shall implement and maintain the publications and forms program. Information Collection and Reports Management (ICR) Program, Section 508 of the Rehabilitation Act Compliance Program, Electronic Communications, Freedom of Information Act (FOIA) and Privacy Act Program Management. The contractor shall implement and manage the Agency electronic communications (E-COM) for the Agency. Official Mail/Shipping/FEDEX Program Management. The contractor shall implement and manage agency Official Mail program for the Agency. Interested and qualified sources are requested to provide a brief statement of current capability and letter of interest. Interested and qualified sources are requested to provide the following information: 1) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number; 2) a list of your most recent and relevant DoD or commercial contracts (not to exceed three) to include names, points of contact, phone numbers, value and type of contract, period of performance, and brief description; and 3) information telling us about your company and why you think you can perform this service. Respondents are asked to limit submissions to 5 pages (or less), or the minimum number of pages necessary to address the requirements specified in this announcement. Any information provided is voluntary. The sources sought is for INFORMATION AND PLANNING PURPOSES ONLY.
