Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate, Office of the Sergeant at Arms (SAA) requires a contractor to provide support to supplement the SAA professional staff and assist in the design, development, and implementation of software components for the Financial Management Information System (FMIS). FMIS is an integrated financial management system currently used at the Senate. FMIS uses proprietary software products from Deloitte Consulting, Federal FAMIS and ADPICS, as the core general ledger and purchasing components. Reports not available in FAMIS /ADPICS are designed and developed using SAP BusinessObjects' Crystal Reports. XI or Edge, a SAP Business Objects' product, is used for the execution of most of these Crystal Reports. The majority of the reports generated will ultimately be written to a Reveal, an Enterprise Reports Management System from OPIN Systems, application server. REQUIREMENTS Qualified vendors will have demonstrated experience working directly with customer staff in systems development and maintenance to include: Knowledge of the systems development lifecycle that emphasizes requirements collection, analysis, software development, and testing. Extensive experience working with large scale financial systems. Advanced subject matter expertise in the following: BusinessObjects' Crystal Reports and XI / Edge; DB2 or a similar relational database; DB2 Connect or a similar open database connectivity (ODBC) software; enterprise reports managements systems; and configuration management. The SAA invites all qualified sources to respond to this sources sought notice. All responses to this sources sought notice shall specifically address the three (3) evaluation criteria in descending order of importance are as follows: Professional qualifications (education, certification, registration and experience) of current staff available to provide the required services. Practical experience with each of the requirements a through c above. A minimum of three (3) past performance references for the requirements with similar contracts for Government agencies and private industry in the past three (3) years. Responses shall also provide the following organizational information: (i) company name and address (ii) Dun and Bradstreet number; and (iii) point of contact name, telephone number and email address. After receipt and review of the responses to the sources sought notice, the Senate intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during this sources sought process. Failure to provide the required information will result in disqualification of the offeror from further consideration. Only offerors deemed qualified will be permitted to submit proposals in responses to any resulting solicitation. If suitable responses are received form qualified sources, the Senate anticipates a release of a solicitation in July 2011. The Senate is not responsible for any costs incurred during the preparation of responses to this request. INSTRUCTIONS Responses to this notice are due to the point of contact no later than June 22, 2011 at Noon EDT. Responses shall be submitted by email only to the attention of Jill T. Johnson as Acquisitions2011@saa.senate.gov. The subject line of the email message shall be SSN 2011-C-047. No other method of transmittal shall be accepted. The response cannot exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the specified page limit will be discarded. Access by the Senate to information in any files attached to the response is the responsibility of the submitting party. The Senate is not responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
