- The Army Contracting Command (ACC), ACC-Redstone, released Request for Proposal (RFP) W58RGZ-11-R-0003 on 3 June 2011 for technical and analytical support of the Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Prototype Integration Facility (PIF). The RFP is available at the following URL: https://ams8.redstone.army.mil/acweb/acwebdba.acweb_systems_public2?p_system_id=1&p_link_id=647 This is a competitive acquisition limited to 8(a) firms pursuant to FAR 19.805 for the single source award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract which allows for issuance of Firm-Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task and/or delivery orders. As a 100 percent set-aside for 8(a) small business concerns, offers from other than 8(a) small business concerns will not be considered. Information relative to RFP W58RGZ-11-R-0003 will be available via the Federal Business Opportunities website at www.fedbizopps.gov or at the following URL: https://ams8.redstone.army.mil/acweb/acwebdba.acweb_systems_public2?p_system_id=1&p_link_id=647 A pre-proposal conference will be conducted on or about 16 June 2011 at the SELA Auditorium in AMRDEC Building 5400, Redstone Arsenal, Alabama combined with a follow-on site visit at the Prototype Integration Facility (PIF), Building 5405, Redstone Arsenal, Alabama. The site visit involves extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to ensure your safety and comfort. Foreign nationals or representatives are not allowed to participate in the pre-proposal conference nor the follow-on site visit at the PIF. Potential offerors desiring authorization to attend the pre-proposal conference and follow-on site visit shall provide an e-mail notification to Mr. Leslie E. Lancaster, Procuring Contracting Officer, at leslie.lancaster@us.army.mil, on or before 1500 hours on 8 June 2011. No other form of request will be accepted. Potential offeror's are limited to five (5) attendees and it is recommended that potential offerors include a financial officer, financial advisor, or a representative of the offeror's financial lending institution as one of the five attendees. Electronic devices of any type (mobile phones, laptops, personal digital assistants (PDA), pagers, etc.) are prohibited at the pre-proposal conference and at all locations within Buildings 5400 and 5405. In order to obtain authorization to attend the pre-proposal conference, the following information is required within the potential offeror's e-mail notification: a) Subject Line of E-Mail: Attendance Request for PIF Pre-Proposal Conference and Follow-On Site Visit b) Name of 8(a) Offeror and the Offeror's Complete Business Address c) 8(a) Offeror's Commercial and Government Entity (CAGE) Code d) 8(a) Offeror's Point of Contact (POC) and E-Mail Address as established within the Central Contractor Registration (CCR) system (www.ccr.gov) e) Name, Title, and Affiliation to Offeror for each attendee representing the Offeror (limited to a total of five attendees) f) Copy of the completed Prototype Integration Facility (PIF) Access Affidavit- available at the following URL: https://ams8.redstone.army.mil/acweb/acwebdba.acweb_systems_public2?p_system_id=1&p_link_id=647 g) Please indicate any special needs of the Offeror's attendees, by name, and every attempt will be made to ensure the proper accommodations are arranged. Questions or comments concerning the contents of RFP W58RGZ-11-R-0003 shall be submitted electronically via e-mail to the Procuring Contracting Officer, Mr. Leslie E. Lancaster at leslie.lancaster@us.army.mil. No other form of submission will be accepted. If and where possible, the Government may address questions or comments submitted on or before 8 June 2011 at the pre-proposal conference. Potential offerors granted authorization to attend the pre-proposal conference and follow-on site visit will receive notification on or before 13 June 2011. Authorization will be provided electronically via e-mail to the POC provided in the potential offeror's e-mail notification request for attendance. No individuals will be allowed to enter the pre-proposal conference facilities without evidence of Procuring Contracting Officer authorization to attend the pre-proposal conference and original signatures on the completed PIF Access Affidavit. Any delay or failure on the part of potential offerors to request attendance or lack of attendance at the pre-proposal conference will not constitute a justification for an extension to the required proposal submission date.
