Description
This is a Sources Sought Notice for market research purposes only. This is NOT a request for proposals and a solicitation is not available. The VA Pittsburgh Healthcare System (VAPHS), Pittsburgh, PA is issuing this Sources Sought notice to determine the availability of firms that have the experience and capabilities to provide Design Build / Architect Engineer (DB / AE) services as described below for Project #646-11-116 "Heinz Building 70, Call Center". Responses to this notice will be used to determine the type of set-aside to be used, if warranted. The applicable NAICS code is 236220 with a small business size standard of $33.5 million. The construction cost estimate is between $500,000 and $1,000,000. Interested parties must register on the "Interested Vendors List" of this FBO announcement. In addition to registering on this site, responses to this notice must be submitted in writing to the Contracting Officer at William.Matelan@va.gov no later than June 10, 2010 at 4:00 PM (EDT). Phone calls will not be accepted or acknowledged. Responses must be limited to four single pages or less and must include the following: 1. Prospective firm's name, address, phone number, socio-economic status and DUNS number. 2. Detailed information regarding three previous projects of similar scope, complexity and value. Please do not include previous experience that is unrelated to this type of project. This information should include the title, location, description of work, dollar value, and a point of contact for reference (name and phone number) for each project AND it must be printed "double-sided". 3. "CALL CENTER" must appear in the subject line of the email. The DB/AE will provide professional architectural / engineering and construction services for the project including, but not limited to: structural, mechanical, plumbing, equipment installation, audio visual, architectural, electrical, data, and fire protection. The DB/AE will develop construction specifications and drawings as well as manage and supervise the renovation. Contractor must implement preventive measures as per VA issued ICRA permit. Construction schedule must allow hospital/clinical operations to continue uninterrupted. This project involves primarily nonrecurring maintenance. This includes, but is not limited to: the removing and/or relocating of walls; installation of ceilings, floors, lighting, electric/data/phone lines, doors, and custom millwork and casework; supplying HVAC distribution components; MEP equipment including connections to existing building utilities; emergency power; installing and certified testing of sprinkler systems and alarms. The project will include: Maximizing the number of workstations, offices, storage, and support space for the call center functions. Field verification of existing space and existing utilities servicing the renovated space. Evaluation and design of the existing HVAC mechanical and ventilation system servicing the space to be renovated space to provide sufficient environmental controls to support program parameters. Upgrade MEP's to incorporate the extension and reworking of the mechanical systems from the mechanical room air handling units to the project area indicated in this scope of work. DB/AE is required to verify all distribution sizes if required to replace. The DB/AE is required to meet all noise and vibration requirements to guarantee that noise criteria listed in the VA standards is maintained. The DB/AE must provide the upgrade of the room equipment terminal devices to assure comfort control to the VA and end user requirements and shall connect into the campus control system. Provide testing and balancing. Design per VA design guide. Evaluation and design to the existing electrical/cabling distribution system servicing the space to be renovated. Provide sufficient power/data/phones and all new lighting and equipment in the area. See Attachment K. Evaluation and design to the existing plumbing system servicing the renovated space. Confirm that new employee count meets plumbing code for number of water closets and sinks. Provide design and install of plumbing fixtures to meet plumbing code. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors, lighting and wall surfaces. All finishes matching existing levels and finishes currently existing in Building 70. Lighting and ceiling requirements are listed below. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/TIL/ A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. All designs shall be accomplished in accordance with VA guidelines and specifications, VA Handbook 0730/1 Security and Law Enforcement Lighting
