- Attached is the J and A for the position of Catholic Priest The sole source award for the duly ordained Catholic Priest for the chapel at Beale AFB, CA was endorsed by the Bishop of his diocese or the superior of his religious order and possessed a current Ecclesiastical Endoresment from the Archdiocese for the Military Services. (http://www.milarch.org) STATEMENT OF WORK CATHOLIC AUXILIARY PRIEST BEALE AFB, CA A. NATURE OF THE CATHOLIC CHAPEL PROGRAM The Catholic Chapel Program is a Roman Catholic program endorsed by the Archdiocese for Military Services, USA. The chapel environment requires interaction with people from many different denominational backgrounds. B. REQUIREMENTS FOR CATHOLIC AUXILIARY PRIEST - Scope of Work: (26 units - One unit equals one Mass with Sacrament of Reconciliation preceding the service and a Baptism following the service as necessary. Option years will be 52 units for the year) Start Date: 5 April 09. 1. Celebrate weekend Mass and hear private confessions in accordance with approved Liturgical guidelines and local parish practices. 2. Preside over baptisms, 1st Eucharist, penance services, holy days of obligation, and assist with confirmation throughout the duration of the contract. 3. Should the active duty Catholic Chaplain be deployed, sick, on leave, TDY or otherwise unavailable the auxiliary priest must be available to provide weekend Mass and Sacrament of Reconciliation until the return of the active duty Catholic Chaplain. 4. Coordinate coverage with the active duty Catholic Chaplain and the Catholic Parish Coordinator. 5. Coordinate any necessary liturgical planning with the Catholic Parish Coordinator and Catholic Music Coordinator at least two weeks prior to the liturgy. C. RELATIONSHIPS: 1. The Catholic Auxiliary Priest works in conjunction with the active duty Catholic Chaplain, or Wing Chaplain in the absence of the Catholic Chaplain, who shall monitor compliance with the Statement of Work. 2. The Catholic Auxiliary Priest must maintain a healthy working relationship with the Chapel staff, other chapel contractors, volunteers, parishioners and other base agencies. 3. Either party may terminate this service without reason with thirty (30) days advance notice. D. SECURITY REQUIREMENTS: The Catholic Auxiliary Priest shall ensure that all keys issued by the US Government are not lost or used by unauthorized persons. Keys issued to the Catholic Parish Coordinator by the US Government shall not be duplicated. E. GOVERNMENT FURISHED PROPERTY: The Catholic Auxiliary Priest shall exercise proper care of chapel equipment used in the execution of his required duties and ensure said equipment is serviceable. If the equipment is unserviceable, the Catholic Auxiliary Priest shall advise the monitoring chaplain, who is the active duty Catholic Chaplain or Wing Chaplain in the absence of the active duty Catholic Chaplain, of a replacement requirement. F. ADMINISTRATIVE REQUIREMENTS: 1. The Catholic Auxiliary Priest will be paid on a monthly basis not to exceed the amount appropriated for this service. 2. The Catholic Auxiliary Priest will submit a monthly invoice to the monitoring chaplain for the purpose of payment. 3. The Catholic Auxiliary Priest is self employed and responsible to pay all taxes due, both State and Federal. G. SUBSTITUTION: When any substitution for the Catholic Auxiliary Priest is necessary, every effort possible will be made to notify the monitoring chaplain and Catholic Parish Coordinator at least twenty four (24) hours prior to the scheduled service. Substitution is to be filled by the Catholic Parish Coordinator with a person of equal qualification. H. QUALIFICATIONS: 1. Must be an ordained Roman Catholic Priest in good standing with his religious superior. 2. Must also have the permission of his religious superior to enter into these services as an auxiliary priest. 3. Must have the faculties of the local Ordinary to function within the local diocese The following clauses will be included in the contract: 52.204-7, 52.204-9, 52.217-8, 52.222-41, 52.222-43, 52.237-2, 252.204-7004, 252.232-7003, 52.212-5, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33.
