Description
03 June 11 Justification and Approval for Other Than Full and Open Competition 1. This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-1. It is executed on behalf of the 174th FW Security Forces Squadron. 2. The 174 FW proposes to procure by means of other than full and open competition purchase of a Video Surveillance System Maintenance Agreement. 3. The purchase is at a cost of $14,994.00 4. Identification of statutory authority permitting other than full and open competition. a. FAR 6.302-1, only one source responsible and no other services will satisfy the Government b. 10 USC 2304(c)(2) 5. Demonstrate that the nature of the acquisition requires use of the authority cited. This procurement is for a purchase order to purchase a maintenance agreement for the Video Surveillance System. The statutory authority cited is FAR 6.302-1(2)(iii)(A)(B), Substantial Duplication of cost to the Government that is not expected to be recovered through competition or Unacceptable delays in fulfilling the agency's requirements. G Technologies Corporation was the subcontractor on the initial system which was installed last year. G Technologies holds the warranty on the cameras for the existing system. If we allowed another contractor to work on the system it would void the warranty on the current system. G Technologies also has the necessary software to configure the new cameras with the software on the existing system. There would be a substantial duplication of cost if the government were to award to last year's prime contractor or another contractor through mark ups and non familiarity of the system which would also delay the project. The pricing on this proposal was compared with the current wage determinations and last year's contract, therefore the price is deemed fair and reasonable.
