Description
SOURCES SOUGHT NOTICE: The Department of Veteran Affairs Facilities within the Veterans Integrated Service Network (VISN 7) is soliciting bids for researcher, as outline in the Statement of Work, at the Charleston VAMC. Performance must begin on or about 15 June 2011. The Government expects to award to a single contractor a Firm Fixed Priced contract. The requirement will be advertised in fedbizopps as a 100% Unrestricted Open Market. NAICS code for this requisition is 541711. This contract includes a base year (date of award through 14 June 2012, plus four (4) one year renewal options that may be exercised at the discretion of the Government. The solicitation RFP VA-247-11-0243 will be available on or about 03 June 2011. Offerors are advised that they are responsible for obtaining amendments. Only offers from those firms regularly established in the business of providing this research will be considered. Subcontracting will not be allowed. All responsible sources may submit a proposal, which shall be considered. Any and all questions regarding this solicitation, after its posted, must be in writing on company letterhead and must include telephone number, fax number and point of contact to the Network Contracting Activity (509/10N7NLO), Augusta VAMC. Ruise E-Mail: iridious.ruise@va.gov Phone: 706-733-0188 X 1130 FAX: 478-274-5643 STATEMENT OF WORK Work scope: This work scope is based on the study proposal submitted by the Principal Investigator (PI) for VA Merit grant titled: "Complement Factor H Haplotypes and Smoking in Age-Related Macular Degeneration" to analyze the interaction of smoking and complement fh haplotypes in patients and examines whether smoking-related pathology is amenable to complement-based therapies in mouse models. The study will enroll persons (150 subjects and 150 controls) from two sites in the US, the VA Medical Center in Charleston and the Medical University of South Carolina in Charleston. The subjects will be recruited based on their diagnosis (or lack thereof) of age-related macular degeneration. After consenting the subjects they will provide a single blood draw for genetic and complement analysis. A laboratory with extensive experience in complement analysis and management for clinical trials is needed for the above research grant to successful. Below is a detailed list of the services to be provided. Year 1 1.Provide advice on sample collection. 2.Analyze 75 samples provided for serum levels of factor Bb, C3a and C5a.. 3.Analyze 75 samples provided for blood levels of CH50 and factor H activity. 4.Provide results in regular intervals to PI 5.Communicate on a regular basis with PI to assure appropriate sample and data collection, cleaning and data transfer. 6.Provide technical support to study sites for the duration of the study.
