Description
NAICS Code: 541620 The U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for information purposes only. The intent is to identify all potential sources, especially small business sources with the capacity and technical capability to successfully perform the requirements detailed in the attached draft Statement of Work. The requirement is for "Technical and Outreach Support Services for EPA?s AgSTAR Program", which will support the mission of the AgSTAR program within the Climate Change Division (CCD) of the Environmental Protection Agency. This requirement is currently covered by ?mission? contracts of the Climate Change Divisions Indefinite Delivery Indefinite Quantity (IDIQ) contracts: EP-W-07-067, EP-W-07-068, EP-W-07-069, EP-W-07-070, EP-W-07-071 and EP-W-07-072. AgSTAR is a voluntary outreach and partnership program designed to reduce livestock-generated methane emissions and achieve other air and water quality benefits by promoting commercially demonstrated technologies that treat and stabilize waste streams and combust off gases generated from anaerobic processes. AgSTAR has focused to date on traditional anaerobic digester technologies (covered lagoons, plug flow digesters and complete mix digesters) but may expand to promote other technologies that would decrease methane emission s as well. Additionally, the benefits and challenges of the different technologies compared to anaerobic digestion should always be considered. This notice is not a request for technical or cost proposals. This Request for Information/sources sought notice is to obtain written capability information only to help EPA determine how it will satisfy the Statement of Work requirements. The notice will enable EPA to obtain general information on interested parties and the technical areas they may be qualified to support as well as identify areas of potential conflicts of interest. EPA will not award a contract on the basis of this notice, nor reimburse the cost incurred by potential offerors who respond to this notice. This notice and draft Statement of Work can be found on EPA?s website at: http://www.epa.gov/oamhpod1/admin_placement/11js016/index.htm Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (Respondent?s name and title, address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.). Capability statements must address technical competencies, and management/personnel experience relative to the key task areas detailed in the draft Statement of Work. Interested parties should provide a written capability statement of up to five single sided pages that responds to all items requested in this notice. Standard brochures and paraphrasing of the Statement of Work will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements.
