- Notice of Intent to Sole Source Solicitation Number: R11PS30293 THIS PRE-SOLICITATION NOTICE IS ADVERTISED AS AN INTENT TO SOLE SOURCE. As provided under FAR 6.302-1, this Project will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". Project Description: The Bureau of Reclamation (Reclamation) has a requirement to provide technical training to accomplish computer programming changes needed to fulfill the migration requirements. Reclamation personnel will implement programming changes in computer applications, and communications system hardware which has been integrated into the Hoover SCADA system. Contractor training is essential to accomplish the software and communications control modifications necessary to comply with IT security requirements. Specifically, the goal of these tasks is train Hoover personnel how to create and modify Hoover's backend software that eliminates the use of Intellution FIX32 software in Hoover SCADA systems, allowing for the final migration to the newer Proficy iFIX software. This training will allow multiple government personnel to provide future software and systems modifications and maintenance. The key feature of this contract is to provide in-depth training of the unique custom software that interfaces with FIX that controls and monitors the Hoover SCADA system. IAP Services has unique capabilities to accomplish this work based on experience with the Hoover Dam's older Remote Terminal Unit (RTU) based and new Programmable Logic Controller (PLC)-based SCADA systems. IAP Services has authored and edited the bulk of the applications needed to operate the dam and have the only personnel qualified to provide training on these applications. They understand the details of the programming used in Hoover's SCADA system and the functional goals of the system in the power plant. They are the only ones with knowledge of both the custom Reclamation RTU protocols and the new PLC interface that are required to make the transition. The Hoover SCADA structure and implementation are unique; knowledge and capabilities relative to other power plants is not transferrable to Hoover Dam. Award is anticipated in June 30, 2011. The project period of performance is anticipated to begin July 1, 2011 with an anticipated completion date of June 30, 2012. The resulting contract will be a firm fixed price type. All responsible sources are welcome to submit a capability statement, proposal or quotation by June 10, 2011 4:00 PM Pacific Standard Time for consideration.
