- The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from qualified firms interested in performing work as described below. 1. Project Description: Survey roofs of buildings on U.S. Army Garrison Hawaii installations on the islands of Oahu and Hawaii totaling approximately 7.8 million SF, involving approximately 800+ buildings. The work will include the following: a. Roof Condition Assessment. Survey roofs to obtain roof condition data, including but not limited to: roof type, roof features, equipment located on the roof, roof penetrations, and defects, with supporting photographs. Hazardous material sampling and testing will also be required. Obtain GPS data that delineates roof perimeter and locates all features and items found on the roof. The GPS data shall have interoperability with the USAG-HI GIS initiatives in progress and fully comply with Spatial Data Standards for Facilities infrastructure and Environment (SDSFIE) requirements. GIS/GPS data must be compliant with ArcGIS 9.3. All data collected will be the property of the U.S. Army Garrison, HI and provided in the specified format. b. Roof Maintenance Plan. Develop a comprehensive Roof Maintenance Plan that identifies all supporting information needed to optimize maintenance, roof repair and roof replacement, including priorities, detailed roof evaluations, scopes of work and cost estimates. c. Cool Roof Assessment. Analyze roofs in accordance with Cool Roof Rating Council (CRRC) criteria. Assess existing roof "coolness" and identify potential roof projects to increase "coolness" and the building's energy efficiency. Assessment will include project cost estimates and project prioritization, d. Energy Conservation Assessment. Identify opportunities for implementing energy conservation initiatives such as PV and solar lighting. Assessment will include analysis of implementation costs, energy savings, and feasibility. e. Database. Provide all collected information in a database linked to the GIS in the format specified. f. Minor Repairs. While surveying the roofs, perform minor repairs such as, but not limited to, replacing caulking, fasteners, roof drain rings; removing debris/vegetation/grease/oil/coolant etc. Re-attaching loose metal work, etc. 2. The Government intends to award a firm-fixed price commercial service Purchase Order contract. The contract performance period will be 180 days after date of award. The Government intends to use Lowest Price Technically Acceptable (LPTA) evaluation criteria. Non-price factors are equal with price more important than non price factors. Evaluation factors may include the following: Factor 1: Experience Factor 2: Past Performance Factor 3: Price Responses to this notice will assist the Government in determining interest and capability of potential qualified various small business firms, i.e., 8(a) small businesses; Women Owned Small Business (WOSB); Historically Underutilized Business Zone (HUBZONE) small businesses; and Service Disabled Veteran Owned Small Businesses (SDVOSBs), etc. categorized as North American Industry Classification Code (NAICS) of 541330, Engineering Services. The Small Business size standard for this NAICS code is $4.5 million annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information (4) Size of firm including category of small business, such as 8(a), WOSB, HUBZONE, or SDVOSB (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the work described above in paragraph 1. This should include documentation of past specialized experience and technical competence in performing similar projects. Provide up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than two pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If inadequate responses from small business firms are received, this solicitation may be issued for full and open competition.
