- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A11PS00481 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 611620 with a small business size standard of $7.0 Million. This acquisition is A BUY INDIAN ACT set-aside and a total small business set-aside. Offerors must be Indian owned firms and small businesses. NOTE: THIS IS A SHORT LEAD-TIME DUE TO URGENT NEED Haskell Indian Nations University is seeking a contractor to serve as the Head Football Coach for Haskell Indian Nations University. Position exercises responsibility for planning, organizing, coordinating and controlling operations for a National Association of Intercollegiate Athletics (NAIA) that sanctions small college athletics. Functions include counseling, recruitment, placement, facilities operations and instruction. Contractor must have valid driver's license and pass an extensive background investigation. Major Duties and Responsibilities: 1. Football Coach/Offensive Coordinator2. Recruitment of Varsity-Level Athletes 3. Fundraising For a complete copy of the Statement of Work, contact Susan.Sutton@bia.gov no later than close of business, Friday, June 10, 2011. Qualified contractors are requested to provide the following as part of their proposal: 1. A cost proposal for the period 1 July 2011 through 30 June 2012 and one option year, 1 July 2012 through 30 June 2013.2. Evidence of contractor's experience working on similar projects of this size and scope.3. Contractor's academic credentials.4. Contractor's experience with Indian post-secondary education, if any.5. Letters of support from contractor's previous clients and/or contracts. All of the above items must be included or the proposal may be rejected as nonresponsive to this solicitation. One copy of the proposal shall be provided to Gary Tanner at the Athletic Department, Haskell Indian Nations University, 155 Indian Avenue, Lawrence KS 66046 (must be hard copy, Haskell server will not accept large files for e-mail). Offer must be received no later than close of business Central Daylight time, June 17, 2011. Interested vendors will be required to register at Central Contractor Registration and get a DUNs number before award will be made to them. In addition to the above, an original signed and dated quote, accompanied with contractor's DUN number, and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, mailed to the Bureau of Indian Affairs, Eastern Region Office, Division of Acquisition, Attention: Susan Sutton, 545 Marriot DR, STE 700, Nashville TN 37214 or by email to susan.sutton@bia.gov by close of business, Central Daylight Time, June 17, 2011. AWARD: Award will be made to the offeror whose quote conforming to the requirements herein will be the most advantageous to the Government, including price, past experience and past performance.
