- This is a presolicitation synopsis. The RFP, with information and specifications will be available on the DLA Internet Bulletin Board System (DIBBS) Home Page (see instructions below) after June 15,2011. Please note that all dates are estimated. The proposed acquisition is for the following: Army Achievement Medal Set: NSN: 8455-01-164-6632; Spec: MIL-DTL-11589-MIL 11484/135/D MIL-DLT-11484/DLT-3943/102D MIL-DTL-3943 Specifications and drawing can be obtained from Link -https://assist.daps.mil/quicksearch/: Army Achievement Medal Set 8455-01-164-6632 Decoration Set, Army Achievement Medal Set consisting of: 8455-01-128-2438 Army Achievement Medal, Regular size, 8455-01-128-2440 Services Ribbon, Type VII, 8455-01-128-1849 Lapel Button Case, Presentation Type XIV (Pad with Clear Bubble) Samples of all can be obtained from LINK- http://.dscp.dla.mil/Portal/sreqfrm.aspx Fill the item description block with Medal type, and the place number This acquisition is a 100% small business set-aside. The Buy American Act and the Berry Amendment apply. The solicitation will result in an indefinite Delivery Type Contract with one (1) base year term and 4 (four), one year option terms. The quantities are as follows: Army Achievement Medal-base year minimum 32,000: base year maximum 160,000: Option years 1-4 minimum 32,000; Option years 1-4 maximum 160,000. First articles will be required after award; production lead time is 150 days after date of award. Destination Arizona Industries for the Blind. The new acquisition will be available under RFP SPM1C1-11-R-0100 after June 15, 2011. The estimated closing date is July 14, 2011. Please note that all dates are estimated. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/. Detailed system requirements for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/ A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the Vendor Registration link to begin the registration 2. In order to register to access secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set up additional accounts, logons and passwords for their CAGE, DIBBS Super User* If your Cage has already registered on DIBBS, the name and email address of the person designated as your user will be provided.* The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. *The super user acts as the account administrator of a Cage. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGE through My Account (Account Maintenance). The Defense appropriations and authorization act and other statues (including the Berry Amendment) impose restrictions on the DOD's acquisition of foreign products and services. Generally Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7008), including the materials and components thereof (other than sensor, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted, or produced in the United States, unless one of the DFARS 225.701-70 exceptions applies.
