- THIS NOTICE CONSTITUTES AMENDMENT NO. 4 TO THE COMBINED SYNOPSIS/RFQ FOR BUILDING AHIGH TRUST UNIFIED LEADERSHIP TEAM. Companies shall acknowledge all amendment(s) intheir quote. This notice serves as the official amendment to subject synopsis/RFQ and awritten amendment will not be issued.The purpose of this amendment is to add a requirement for vendors to register in SBAsRepository, known as the Government Login System (GLS), and request vendors grant theContracting Officer access to their data within GLS. This amendment also providesadditional information via web links on the Women-Owned Small Business (WOSB) FederalContract Program. Lastly, this amendment provides responses to inquiries received fromindustry to date.The due date for receipt of offers is extended to Tuesday, 6/21/2011, by 3:30 p.m. CST inorder to provide vendors allotted time to upload documents to SBAs Repository (GLS).All contractual and technical questions must be in writing (e-mail or fax) to AmandaMcInnis, Amanda.T.McInnis@nasa.gov, or faxed to 228-813-6891 no later than 2 p.m. CST on6/8/2011.Any and all questions about the WOSB Program shall be directed to:SBA Answer Desk1-800-U-ASK-SBA (1-800-827-5722)Answer Desk TTY: (704) 344-6640Email: wosb@sba.govAs initially posted on 5/31/2011, this solicitation remains a set aside for WOSBs. Are there any parts of the Leadership University being managed by 'nationalconsulting firms'? If yes, which ones?A1. No. There are no major firms. Leadership University is managed in-house by NASACivil Servants.Q2. You list in the solicitation two phases (PHASE 1 and PHASE 2). Are all the modules/sessions listed there the SUM TOTAL of the training to beprovided, or is this just for this solicitation and there are other modules/sessions(provided by other vendors) that the team awarded this work should be prepared to eitherobserve/participate in?A2. All the modules listed are the sum total of the training to be provide for thissolicitation. There wont be anything beyond what is listed in the solicitation that thevendor will be required to participate in.Q3. The solicitation is designated as a WOSB; however, the contracting officer is notlisted in GLS, will the contracting officer become listed in the GLS and if not, Why?A3. Yes, the Contracting Officer is now listed in GLS. Please grant Contracting Officer(Suzanne Honeycutt) access in GLS to review your documents.Q4. Will NASA provide the venue for all activities?A4. As stated in the solicitation posted on May 31, 2011, This announcement constitutesthe only solicitation; quotes are being requested and a written solicitation will not beissued.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on 5/31/2011.
