- TH-57 CLS DRAFT PWS dtaed 2 June 2011 The Naval Air Systems Command has a requirement to provide all maintenance, logistics services, and materials required to support and maintain a total of 121 TH-57B and TH-57C aircraft. One hundred nineteen (119) TH-57B and TH-57C aircraft are based at Naval Air Station (NAS) Whiting Field, Florida and are utilized to train student naval aviators in the fundamentals of helicopter flight for transition to operational fleet aircraft in the U.S. Navy, U.S. Marine Corps, U.S. Coast Guard, and selected international armed forces. Two TH-57C aircraft are operated at NAS Patuxent River, MD. These helicopters perform utility, training, and photo-chase missions. Increases in the Pilot Training Requirement during the contract period may necessitate up to five inactive aircraft to be returned to active status. The TH-57 is the Navy's basic helicopter for undergraduate pilot training. The contractor will provide services and materials for organizational, intermediate and depot level maintenance. The contractor also provides services such as maintenance management, material management, and engineering support. The contractor repair facilities are certified by the Federal Aviation Administration (FAA) under Federal Aviation Regulation (FAR) Part 145. Replacement parts and life-limited components are procured via FAA certified sources. This support is currently being performed under contract N00019-05-D-0023 awarded to L-3 Communications Vertex Aerospace, LLC. The period of performance for the upcoming requirement will be a total of five years. It is anticipated that this period of performance will consist of one base period and nineteen quarterly option periods. The contract will not be an indefinite-delivery type contract, which differs from the current TH-57 Contractor Logistics Support (CLS) contract. The solicitation and resultant contract will include a mix of contract line item types, such as Firm Fixed Price (FFP), Cost Reimbursable, Cost Plus Fixed Fee (CPFF), and Labor Hours (LH). The USN intends to include performance incentives. A draft Performance Work Statement (PWS) is attached to this synopsis. Additional sections of the Draft RFP will be posted as they become available and instructions for industry comment will be provided at that time. Award is planned for 4th Quarter FY12. Please note that all prospective contractors must be registered in the Central Contractors Registration (CCR) database http://www.ccr.gov in order to participate in this procurement. THIS IS NOT A FORMAL SOLICITATION. IT SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS POSTING.
