- Please see attached RFP for detailed information. This is a Request for Proposals (RFP) for a contractor to provide survey services to the National Institute of Standards and Technology's Hollings Manufacturing Extension Partnership Program (MEP). Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to divya.soni@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. THIS PROCUREMENT WILL BE 100% SET ASIDE FOR SMALL BUSINESSES. The standard classification NAICS code is 541661 - Administrative Mgmt. and General Mgmt. Consulting Services with a small business size standard of $7.0 million. This RFP is for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a ceiling amount of $2,000,000.00 for a period of five years. The Offeror shall submit four original hardcopies of the Technical Volume and two original hardcopies of the Business Volume, marked as such, and one (1) compact disc (CD) inclusive of the complete proposal, no later than 12:00 pm EST on July 7, 2011. Proposals must be received by NIST on or before the due date and time specified above. Only information received on or before the due date and time shall be considered for award. Any proposal, or part thereof, received after the due date and time, shall be deemed late and not considered for award. Proposals must be submitted so that they are received at the following address: Divya Soni NIST Building 301, Room B152 100 Bureau Drive Stop 1640 Gaithersburg, MD 20899-1640 E-mail proposals shall not be accepted. Facsimile proposals shall not be accepted. However, as noted in the instructions in the Past Performance Information Questionnaire, the Part II of the Questionnaire (if applicable) shall be submitted by the Offeror's references electronically so that it is received at divya.soni@nist.gov no later than 12:00 PM EST on July 7, 2011.
