- Womack Army Medical Center (WAMC)intents to solicit, negotiate and award a sole source Blanket Purchase Agreement (BPA) to American Red Cross (ARC) processed under 10 U.S.C. 2304 (c) (I) FAR 6.302-1 as only one responsible source and no other supplies or services will satisfy agency requirements. Requirement is for ARC of Charlotte, who is the manufacturer that processes blood products IAW guidelines and directives of the Federal Drug Administration (FDA), College of American Pathologist (CAP), and the American Association of Bood Banks (AABB) standards. Because the ARC meets the guidelines of these three organizations, the ARC blood products and services are the only acceptable safe products and services for WAMC as the alternate blood source. All requirements from the ARC are purchased on an urgent basis when the lab is notified of shortages through the Armed Services National Blood Exchange Program. The period of performance for the base year is 1 August 2011 - 31 July 2012, with four one year option years. The proposed BPA will provide blood, blood products, blood supplies and blood treatment services as required when shortages occur at WAMC. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be received by 16 June 2011 @ 0800 EST. To be eligible to receive an agreement, interested parties must be registered in the Central Contractor Registration (CCR), and have their Online Registration and Certification Approval (ORCA) prior to the quoting on the project.
