Description
Site Visit Minutes/Questions & Answers Request for Quote I. Introduction This is a solicitation to request quotes for the following: 1) Purchase and install a 6000 gallon liquid nitrogen tank. Replacing the existing 5000 gal horizontal nitrogen tank (Attachment A). The existing 5000 gal horizontal nitrogen tank is currently on a concrete foundation pad which can be reused, if possible. 2) Build a new concrete foundation with dimensions of 4" x 6' x 10' (Four inches by Six feet by Ten feet). Install an existing government supplied vaporizer to supply liquid and gaseous nitrogen. The solicitation number for this requirement is FA8601-11-T-0149 and is hereby issued using FAR Subpart 13.1 Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, 16 May 2011. This acquisition is going to be a SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 332420. Size standard is 500 employees. This RFQ has the Contract Line Item Numbers Listed below: CLIN 0001: Purchase of 6000 gal Liquid Nitrogen Tank and associated plumbing, CLIN 0002: Installation of Liquid Nitrogen Tank on existing concrete pad and installation of Vaporizer on new concrete pad. II. Technical Capabilities and Specifications The United States Air Force, Wright-Patterson AFB, Ohio 45433 is requesting quotes for a firm-fixed price contract to purchase and install a 6000 gallon liquid nitrogen (LN2) tank to supply LN2 and gaseous nitrogen. The requirements for this tank are: Size: 6000Gal Tank Pressure: 250psi Main Vapor Line: 130psi Liquid Line: 130psi (Attachments A and B depict pictures and a technical drawing relevant to this purchase and should be used as a guide.) The offeror shall: • Provide shipping for all material and equipment (including new tank, old tank removal and disposal, and telemetry)-must be included in applicable CLIN • Provide crane to remove old 5000 gal nitrogen tank and set new 6000 gal nitrogen tank on existing or new concrete foundation pad. • Install 4" x 6' x 10' concrete pad for existing vaporizer. • Install existing Government furnished 6000 scfh vaporizer on a new concrete pad foundation • Install new 6000 gal nitrogen tank (horizontal or vertical), install all associated piping including new SS gas line to customer building and modify/reconnect the existing vacuum jacketed liquid supply line. • Test and certify installation for use The quotations should include the following: 1) Proposing company's name, address, and phone; 2) Point of contact's name, phone, and email; 3) Quotation number & date; 4) individual CLIN price 5) Total price; 6) Applicable discounts; 7) Timeframe that the quote is valid; 8) Delivery Schedule; and 9) Warranty Information (if applicable); and 10) Quotation must be valid for 90 days. Quotations MUST also contain a complete description of item offered to clearly show item meets or exceeds the requirements listed in this Request for Quote. Quotations shall be accompanied by a completed FAR 52.212-3, Representations and Certifications, and adhere to FAR 52.212-1, Instructions to Offerors - Commercial. The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in ORCA at https://orca.bpn.gov and completing the on-line Representations and Certifications. The Contracting Officer will review quotations based on the factors in this Request for Quote and the information furnished by the offeror. Before price is considered, the proposal must meet the technical capabilities listed in this Request for Quote. An award shall be made to the offeror that provides a quote that is deemed the best value for the government in regards to the technical capabilities and price considerations as stated in FAR 13. III. Important Notice to Offerors All prospective offerors are required to register at the Central Contractor's Register (CCR) and to maintain active registration during the life of the contract. CCR can be accessed at https://www.bpn.gov. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide area Workflow- Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at http://www.wawftraining.com. Prior to submitting invoices in the WAWF system, contractors must register for an account at http://wawf.eb.mil/. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the Internet at website http://farsite.hill.af.mil. The following Federal Acquisition Regulation (FAR) provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items (June 2008) Fill-ins for above referenced clause: Subparagraph (c) is changed to 90 days Subparagraph (e) is deleted and marked as restricted FAR 52.212-2, Evaluation - Commercial Items Fill-in for above referenced clause: Subparagraph (a) "...The following factors shall be used to evaluate offers: Technical acceptability and Price. (EST) A site visit will be conducted on 3 June 2011 at 9:00 A.M. (EST) to view the area where the nitrogen tank will be installed. It is highly encouraged to be at the site visit but it is not mandatory. If you are interested in attending this site visit, please contact Contract Specialist Laura Burnette at email address laura.burnette@wpafb.af.mil NO LATER THAN 31 May 2011 at 9:00 A.M. (EST). Please email the names of all attendees (not to exceed two per company) along with the name of the company being represented. An email will be sent to the interested attendees with the pick-up location and time for transportation onto the base. Please be advised that the use of recording devices (audio, video, etc.) are prohibited during the site visit. Any information provided by the Government at the site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms and conditions of the solicitation and specifications remain unchanged unless the solicitation is amended in writing by the Contracting Officer. A written record of the site visit will be posted on www.fbo.gov website. Be advised that all questions pertaining to the solicitation and/or site visit shall be submitted in writing to the Contract Specialist and will be answered in writing as a posting on www.fbo.gov. Whether attending the site visit or not, questions pertaining to the solicitation need to be submitted before 6 June 2011 at 9:00 A.M. ***The purpose of this second amendment to FA8601-11-T-0149 is to 1)Post the site visit minutes taken on 3-Jun-11. These site visit minutes include Questions & Answers from the site visit and email correspondance. 2) Make changes to the "Technical Capabilities and Specifications" section within the solicitation.
