- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for highly specialized services to support the Forces Surveillance Support Command (FSSC) Relocatable Over-The-Horizon Radar (ROTHR) system. The ROTHR system is a unique legacy radar system that uses high-frequency (HF) over-the-horizon (OTH) radar to provide tactically significant wide-area air and sea surveillance track information. The ROTHR System is a one of kind system that is utilized to support ongoing Department of Defense (DOD) counter narco-terrorism operations to provide detection and monitoring of drug smuggling aircraft and ships. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Raytheon Company of Sudbury, MA for this requirement. The required highly specialized support services include engineering and program support for the Relocatable Over-the-Horizon Radar (ROTHR) for critical software enhancements, software re-hosts, software maintenance, installation, removal, integration and testing, as well as associated engineering, technical, training, and logistics support. It is intended to procure these services on a sole source basis as Raytheon Company is the only company with the knowledge, expertise and technical data to support this very unique system, in accordance with the requirements of the solicitation, as they are the sole developer, producer and design agent of the AN/TPS-71 ROTHR System. A Cost-Plus Fixed-Fee, Indefinite Delivery, Indefinite Quantity, Performance Based type contract is anticipated. Award will be made for a one-year base period with 2 one-year option periods. Interested persons may identify their interest and capability to respond to this requirement by 22 July 2011. This notice of intent is not a request for proposals. However, the Government will consider information received by 22 July 2011. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 with a size standard of $27 million and the Service Code is R414. Numbered Note 22 applies to this requirement.
