This support includes administrative, technical, maintenance, training, and logistics/procurement support to the Colombian National Police Aviation program (ARAVI) that operates throughout Colombia supporting the counternarcotics effort. ARAVI operates rotary and fixed-winged aircraft located in five fixed bases: Bogotá (El Dorado and Guaymaral), Santa Marta, Mariquita, and Tuluá; and multiple mobile bases in Colombia. Primary aviation missions include aerial escort, airmobile operations, intelligence collection, troop transport, and logistics. The contract titles for this acquisition will be ARAVI. The Department of State intends to award one contract by conducting an unrestricted and a partial set-aside, full and open competition in accordance with FAR Part 15. We anticipate a one year contract with four option years. All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and/or a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. Telephone request for the solicitation will not be accepted. QUESTIONS: Prospective offeror(s) should submit any questions regarding this solicitation in writing by e-mail to Contract Specialist, Terry Lord (Primary POC) or Jamie Goewey (Secondary POC). Questions should be received by 2PM EST June 21, 2011 to ensure a timely response. Questions received after that date may not be answered prior to the date established for the receipt of proposals. Absolutely no phone calls will be accepted. E-mail Questions to: LordTG@state.gov. SUBMISSION OF PROPOSALS: Offerors shall submit hand-carried proposals to be received by 11 AM EST, July 7, 2011. If a courier will be delivering, we will accept proposals from 10:00-11:00 AM. You may make alternate arrangements with us however; this must be arranged ahead of time to ensure that someone will be available to accept the proposals. Please notify us if FedEx/DHL/UPS will be delivering your company's proposal. That way we can make the necessary arrangements.
