Description

The VA Gulf Coast Veterans Health Care System (VAGCVHCS) intends to acquire court reporting services/transcription services including, but not limited to: recording, transcribing, proofing, printing, duplicating, and delivering transcriptions of a variety of confidential proceedings conducted by or pursuant to order of the Administrative Investigative Board (AIB) Coordinator. Depositions shall be transcribed as a duly authorized notary. No separate fee is to be charged for notary services or affixing seal. The Statement of Work shall be strictly adhered to. This is a pre-solicitation for acquisition of a 100% Small Business set-aside. Prospective contractors should be located within a 60 mile radius of the facility. This solicitation shall include a base period from date of award through September 30, 2011and two additional twelve (12) month option periods at a firm-fixed-price to the eligible, responsible contractor whose proposal represents the best value to the Government, considering price and technical factors, with technical factors being more important than price. The applicable North American Industry Classification System (NAICS) Code and size standard is 561492 and $7M respectively. Prospective contractors shall be evaluated considering the following: (1) Past experience in performing the work listed above; (2) Education and experience of key personnel; (3) Technical approach to perform the work and prepare material; and (4) Evidence of availability on short notice. Prospective contractors are hereby notified that the basis for award will be based on best value, with technical evaluation factors (e.g., strength of prospective contractor's experience, resume, approach, and oral/written skills) being more important than the prospective contractor's proposed price). A separate price must be bid for each of the service categories listed on the Statement of Work. Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at: http://www.ccr.gov. The solicitation will be made available on or about June 14, 2011. Potential offerors may obtain a copy of Solicitation Number VA-256-11-RP-0223 documents on-line at http://www.fedbizops.gov.
