Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Cost-Plus-Fixed-Fee (CPFF) Cooperative Engagement Capability Design Agent Engineering Services contract with Raytheon Company Network Centric Systems (NCS), 1501 72nd Street, North, P.O. Box 12248, St Petersburg, Florida, 33170-2248. This modification to existing contract N00024-08-C-5202 will increase the available ceiling for the Design Agent and Engineering Services contract and allow the execution of the last year of the current five year contract. The CPFF contract modification will have an estimated total quantity of 375,000 hours and will be for continuing engineering support services. The intended sole source effort includes support services in the areas of technical and engineering support, training, supplies, overhaul, maintenance and repair, assemblies, Engineering Change Proposal (ECP) preparation and proofing, and facilities improvements to both reliability and interoperability. The contract modification will consist of a 12 month ceiling increase to the existing option. The contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), as Raytheon, NCS is the only company that can meet the Navy ™s CEC engineering and design efforts already underway. Award is planned in the 3rd Quarter of FY11. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable.
