- The Government intends to award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for one base year and two one-year option periods, not to exceed three years. The estimated value of this acquisition for the base period and including all options is $10,000,000.00. The North American Classification Systems (NAICS) Code for this procurement is 541620; size standard is $7,000,000. This procurement is set aside for small businesses and full and open competitive procedures will apply to this procurement. This contract action will provide Archaeological and Architectural Services for the survey, inventory, identification, evaluation, study, protection, preservation, conservation, and interpretation of prehistoric and historic archaeological resources and architectural resources for regions in NAVFAC Atlantic's area of responsibility which includes the continental US (CONUS) and areas outside the continental US (OCONUS). OCONUS areas include the Caribbean and areas within NAVFAC EURAFSWA (Northern Africa, Europe, and Bahrain). Support for NAVFAC Pacific is also anticipated. The following tasks are examples of archaeological or architectural services that may be requested under this contract: Phase I Archaeological Identification Survey, Phase II Archaeological Site Evaluation, Phase III Archaeological Data Recovery, Archaeological Reconnaissance Survey, Archaeological Monitoring, Literature and Archival Research, Architectural Resources Survey, Inventory and Evaluation, Cultural Landscapes Survey, Inventory and Evaluation, Traditional Cultural Properties Survey and Evaluation, HABS/HAER/HALS Documentation, Predictive Modeling, GIS Mapping, Ground Penetrating Radar (GPR)/ Remote Sensing, NAGRPRA Inventory, Summary, Notice/ Tribal Consultation, Curation Assessment/ Management, SHPO/ ACHP Consultation, Preparation of Exhibits/ Interpretive Materials/ Public Outreach, Development and Updating of DoD Planning Documents/ICRMPS, Cemetery Delineation/ Preservation/ Rehabilitation, Development and Completion of National Register and NHL Nomination Forms and Adaptive Reuse/ Economic Feasibility Studies. Work will be performed by issuance of task orders. The Request for Proposal (RFP) will be made available via the Federal Business Opportunities website (www.fbo.gov) and/or the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on 23 June 2011. All prospective offerors should download all pertinent documents from those websites. The due date for proposals is 4:00PM Eastern Time on 25 July 2011, as stated in the RFP. Requests for solicitation documents by telephone, fax or e-mail will not be honored. All interested offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website https://www.bpn.gov/ccr/. Notification of any changes to the solicitation (amendments) shall be made only on the FebBizOps website. Therefore, it is the offeror ™s responsibility to check the internet sites daily for any posted changes to the solicitation plans and specifications. The Government intends to make multiple awards to offerors that represent the best value to the Government, price and non-price factors considered. Instructions and evaluations factors will be provided in the solicitation. All responsible offerors may submit a proposal for consideration. This acquisition will be procured in a competitive negotiated environment using formal source selection procedures set forth in FAR Part 15. All offers should be valid for at least 90 days from date of proposal submission.
