- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to issue a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract that will allow for CPFF and FFP task orders for the acquisition of engineering and technical support services for the Naval Supply Systems Command (NAVSUP) Deputy Commander for Supply Chain Management (SUP 41) Readiness Based Sparing (RBS) program. Readiness Based Sparing (RBS) is a requirements determination process designed to ensure life cycle supply support for weapon systems is achieved consistent with cost and operational readiness objectives. This requirements determination methodology produces an inventory investment solution that meets end item performance requirements at minimum cost. Services shall include all necessary personnel, management, administrative and technical services and incidental materials required to meet the requirements of the Navy RBS Program to be outlined in the Statement of Work. Place of Performance will be specified within individual delivery orders. The Government estimates 75% of tasks will be performed at the contractor ™s location and 25% will be performed at the Government site. These services are currently being provided by CACI, Inc. under contract N00189-07-D-Z027. The follow-on procurement will be solicited on a full and open basis. Solicitation N00189-11-R-Z042 will include a requirement for a one-year base period of performance commencing 05 April 2012 through 04 April 2013 and contain provisions for two (2) additional, twelve (12) month option periods. This will be a performance-based contract, and specific performance metrics will be provided at the task order level. An approved accounting system will be required. The Government intends to award a single IDIQ contact to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. All responsible sources may submit a proposal that shall be considered by the agency. The closing date for receipt of proposals will be established in the RFP. The applicable North American Industry Classification System (NAICS) Code and size standard are 541330 and $4.5M, respectively.
