- This is NOT a solicitation announcement, and no proposals are being requested or accepted with this synopsis. This is a source sought notice (SSN) for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications for providing data on all construction projects in the U.S. that are in the contract award or start stage. The objective of this requirement is to obtain the most comprehensive database of construction project information available. The required data is used as a source for developing samplings for the Census Bureau surveys for determining the value of construction put in place. The data is prepared for direct entry into the gross domestic product (GDP) and are used extensively by the private sector and other Government agencies. The measurement of the value put in place involves a family of surveys and data sources designed to compile the amount of work put in place for each classification of construction. Classifications of construction are based on ownership and /or primary use of the project or complex of structures on a property. -Construction is defined as the building or site fabrication of permanent structures and facilities including additions, alterations and major replacements, but excluding maintenance and repairs. The value of work put in place is the aggregate of materials, labor, overhead and profit charged to a construction operation including the value of architectural and engineering services associated with the construction operation. The statistics on the value of construction put in place result from direct measurement and indirect estimation. A series results from direct measurement when it is based on reports of the actual value of construction progress or construction expenditures obtained from complete records or sample surveys. Indirectly estimated series are developed by using related construction statistics. The required data for all construction projects in the U.S. at the contract award or start state must include the following: • The file must provide detailed information for each uniquely identified project including, but not limited to: 1) Description with detailed type of construction code; 2) Location; 3) Valuation; 4) Ownership designation (private, state, local, or federal); 5) Type of project (new, addition, or alteration); 6) Square feet of floor space; 7) Owner's name, address, and telephone number; 8) Name, address, and telephone number of other project officials (architect, contractor, engineer, etc.); and 9) Contract number (when applicable - very important for Federal projects and helpful for State and local projects.) • Data shall be submitted in a flat ASCII file. • Data/File shall be updated monthly and is required by the 3rd workday of each month. • Minimum coverage for data is 60 percent of all construction projects in the U.S. and at the contract award or start stage, and 80 percent of all construction projects in the U.S. valued over $10 million. • Data must be auditable to verify coverage and sorted by geographic regions. • Sources must also provide a means for producing customized reports and access by Internet. Interested firms responding to this market survey must provide capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. All respondents are requested to identify their firm's sizes and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient enough detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received via email no later than July 7, 2011, 4:00 P.M. Eastern Daylight Savings Time.
