- Statement of Work THIS IS A REQUEST FOR SF330 FORMS ONLY. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. The National Institutes of Health in Bethesda, Maryland, is soliciting and intends to award a firm fixed price IDIQ contract for Architect/Engineering (A/E) services for development of complete construction documents (i.e. working drawings, specifications, and reports), specifically for renovations of laboratories, offices, and hospitals as required per task orders within the metropolitan Washington, DC, area and the Research Triangle Park, NC area. The firm will also have technical competency in the renovation of animal facilities and utilities. See the attached Statement of Work for details. Interested firms shall have the capability of engaging all additional disciplines as necessary to provide a complete proposal. Estimated task orders for the selected firm will range from $750,000 to $1.2M. The NAICS code for this project is 541310 Architectural Services and/or 541330 Engineering Services. The prime (or joint venture) firm must be registered and active in the Central Contractor Registration (CCR) at time of submission. The Government must agree to the use of any subcontractors and outside associates (See FAR 52.244-2) Please submit your qualifications and past performance data on SF330 Part I and II (architect-engineer qualifications). You can obtain Standard Form 330 at: http://www.gsa.gov and then clicking on Forms Library located under the most requested links on the left hand side of the web page. Firms desiring consideration should submit completed originals and two copies (NO ELECTRONIC COPIES) of form SF330 part I and II no later than 3:00 P.M. on Thursday, July 14, 2011 to: Office of Acquisitions Bldg. 13, Room 2E48 9000 Rockville Pike Bethesda, MD 20892 Attn: Josephine Chutta Firms will be evaluated based on the following evaluation criteria which are shown in equal importance: Criterion 1. Professional Qualifications Necessary for Satisfactory Performance of Required Services. This criterion will be evaluated against professional qualifications and credentials, including professional registrations and education, of project team members and key personnel demonstrating specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category (1): • With Regard to MEP / Special Utilities / CUP Facilities Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care and Laboratory Facilities • With Regard to Animal Care Facilities Criterion 2. Specialized Experience and Technical Competence in the Type of Work Required for Both New Construction and Renovation, to Include Experience in Energy Conservation, Pollution Prevention, Waste Reduction, and the Use of Recovered Materials This criterion will be evaluated against Specific experience and technical competence in the type of work required for both new construction and renovation demonstrating specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category (1): • With Regard to MEP / Special Utilities / CUP Facilities Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care and Laboratory Facilities • With Regard to Animal Care Facilities Criterion 3. Capacity to Accomplish the Work in the Required Time This criterion will be evaluated against capacity of project team to accomplish the required tasks with their current or planned workload. This criterion will also be evaluated against the offerors ability to demonstrate established working relationships between prime and subcontractors and to manage simultaneous work efforts such as concurrent task orders. Criterion 4. Past Performance on Contracts with Government Agencies and Private Industry in Terms of Cost Control, Quality of Work, and Compliance with Performance Schedules This criterion will be evaluated on the offeror's past performance as rated by client key project representatives described below. (a) Overall customer satisfaction (b) Offeror's responsiveness to client's needs and expectations (c) Client's assessment of the offeror's professional technical capabilities (d) Offeror's means and level of communication with Client; federal, state, or local governments; local communities; and other stakeholders (e) Offeror's timeliness in the delivery of planning products and services The NIH reserves the right to use other sources than listed in submissions and contact others in its past performance determination. Criterion 5. Location in the General Geographical Area of the Project and Knowledge of the Locality of the Project This criterion will be evaluated against the offeror's knowledge of the localities in which services are to be provided and location in the general geographical area. Offer's demonstrated ability to work closely with the client to be shown. Criterion 6. Experience, Technical Competence, and Project Team Capability in Building Information Modeling This criterion will be evaluated against specific experience demonstrating technical competence in Building Information Modeling and project team capability in Building Information Modeling. Criterion 7. Project Management plan and Project Team Organization Necessary for Satisfactory Performance of Required Services. This criterion will be evaluated against the project teams design approach to pre-design, design, and construction administration services; workflow; process (project management plan). It will also be evaluated against project team members (prime and subcontractors), key personnel, and project team organization and project for specialized experience and lead technical competence within the main facility category, along with technical competence in the remaining 2 categories. Main Facility Category (1): • With Regard to MEP / Special Utilities / CUP Facilities Remaining categories requiring technical competence (2): • With Regard to Office / Public Space, Health Care and Laboratory Facilities • With Regard to Animal Care Facilities SUBMISSION REQUIREMENTS All requirements of this announcement must be met for a business to be considered for selection. Interested businesses must submit four copies of Part I and II of the SF 330 and supplemental qualification documents to substantiate the minimum requirements and evaluation criteria described above. Part II of the SF 330 must be submitted for the prime business (or joint venture) and for each consultant. Please note that a separate Part II is required for each branch office of the prime business and any subcontractors when they will have a key role in the proposed contract. The SF 330 Part 1 and supporting qualification documents shall have a page limit of 75 pages. A page is one side of a sheet. Fonts shall not be smaller than 11 point Times New Roman and margins shall not be less than one inch for any attachments to the SF 330 and for any supporting qualification documents. Each copy shall be divided by tabs (dividers) separating Parts I and II, and tabs dividing the subsequent sections from each other. Tabs do not count towards the page limit. Firms are strongly advised to ensure that their submittals address each of the facility categories sufficiently for evaluation. Firms shall ensure the SF 330 and supplemental qualification document submission address, the following requirements: (1) Provide company information to include name, address, telephone number, business category (e.g. Large, 8(a), SDVOSB), relevant NAICS code, DUNS number; (2) Describe the organizational structure to include key personnel information and their relevance to the tasks described, denote the business' primary person proposed to be the direct contact with NIH throughout the contract period for contract management as the "Contract Project Manager", and denote the business' primary person/people proposed to be the direct contact with NIH throughout the contract period for task/project management as "Task Project Manager". Further, describe the team's design approach to pre-design, design, and construction administration services; workflow; process (project management plan). (3) Highlight relevant experience relating to the tasks described above - describe scope and nature of completed relevant projects to include design fee, beginning and ending construction contract price, beginning and ending date of the project, customer name and point of contact, and indicate if you are/were the prime or sub contractor; (4) Provide a summary of current contract activities/commitments; (5) Describe your link to sufficient local labor and resources to accomplish work of this nature; (6) Describe your business' capacity to accomplish the work in the required time including the capacity to accomplish multiple simultaneous work orders; (7) Describe your access to capital resources/funding to undertake multiple projects with work of similar scope to that which is contemplated; (8) Describe your firm's experience, technical competence, and project team capability in Building Information Modeling. Firms will be screened by the evaluation board, scored and ranked according to score. The three most qualified firms, and only those firms, will be invited to interview with the selection board and will again be scored based on the same evaluation criteria listed above.
