Description
This procurement is a 100% Small Business Set-Aside. The National Park Service is seeking a contractor capable of furnishing all labor, materials, tools, and equipment necessary for the successful execution of the work of removing the old asphalt shingles and the black paper down to the decking and installing new black felt paper and new shingles on four buildings located at Kosciusko District Maintenance Facility, 118 Natchez Trace Parkway, Kosciusko, MS 39090. The estimated magnitude of this project is between $175,000 and $225,000. The NAICS code for this requirement is 238160 which contain a size standard of $14 million. Bid bond in the amount of 20% of bid shall be required when submitting quote. Performance and payment bonds are required within 10 days after contract award. Proof of Liability Insurance shall be required before Notice to Proceed will be issued. Any contractor interested in obtaining a contract award with the National Park Service must be registered at www.ccr.gov and http://orca.bpn. Contract award will be based on the best value to the government (Lowest Price- Technically Acceptable). This notice is not the solicitation. The solicitation will be posted on or about June 23, 2011 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Original bids are due on or about July 25, 2011 (see solicitation for exact date and time bids are due).The solicitation, drawings, and specifications will be available for download at www.fedbizopps.gov. Amendments will not be mailed but will also be posted at the FedBizOpps website. Bidders are responsible for obtaining and acknowledging all amendments pertaining to this solicitation prior to the established due date for bids. Bids shall be mailed to: Yancey Davis, Contracting Officer, 2680 Natchez Trace Parkway, Tupelo, MS 38804. All requests for information regarding this solicitation shall be submitted in writing to the Contracting Officer at Yancey_Davis@nps.gov The deadline for requests for information is 10 calendar days prior to bid opening. The solicitation will be issued as an Invitation for Bids electronically on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov/j2ee/login.jsp. Paper copies of the solicitation will not be made available. The Standard Form 1442 is available at the website by clicking on the "printer friendly form" link. The remainder of the solicitation (including all pertinent attachments) is available at the site by clicking on the link "clauses and attachments," which is located in the blue box near the middle of the screen. Bidders wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideas.nbc.gov/j2ee/login.jsp. This service is provided for convenience only and does not serve as a guarantee notification. Plan holders are required to visit the website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Electronic and Facsimile bids will not be accepted. All work will be accomplished in accordance with the project specifications. The Notice to Proceed on the project will be issued at the discretion of the government and all work shall be concluded within 60 calendar days of the project start date. Bidders are cautioned to take the performance period into consideration when preparing their bid. See clause titled "Commencement, Prosecution and Completion of Work."
