- AutoBid Vendor Instructions The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA Automotive purchases approximately 60,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for Light Vehicles to be built in accordance with Federal Vehicle Standards 122 and 307. Federal Vehicle Standards 122 and 307 will cover vehicles with a GVWR less than 20,000 lbs for Light Vehicles to include Sedans, Light Trucks, SUVs and Electric & Electric Extended-Range Vehicles. This notice amendment removes Right Hand Drive vehicles from this acquisition. These vehicles will not be covered by the resultant solicitation. Prospective offerors must be in compliance with the minimum standards in accordance with the 2012 Federal Vehicle Standards. The Federal Vehicle Standards are available at http://apps.fss.gsa.gov/vehiclestandards/. The contract type contemplated will be a Firm-Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FFP-EPA/IDIQ) Contract. The period of performance will consist of one (1) Base Year with three (3) one-month option periods. This acquisition is not Set-Aside for Small Business concerns, however all qualified Small Business concerns are encouraged to submit offers. The NAICS codes applicable to this acquisition are 336111, 336112 and 441110. The Small Business Size Standards can be found at http://www.sba.gov/sites/default/files/Size_Standards_Table.pdf. Anticipated Evaluation Factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are required to obtain a user name and password for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the solicitation number, company's name, valid DUNS number, address, business size, user's name, telephone number, fax, email and proposed make and models for each Schedule Line Item (SIN) to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions". 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the Central Contractor Registration (CCR) system is required. Please visit www.ccr.gov for more information. 4. The anticipated issue date of the solicitation is June 29, 2011. AutoBid will not be open until the solicitation is issued. 5. A pre-proposal conference will NOT be held after issuance of the solicitation.
