Description
Naval Facilities Engineering Command Pacific (NAVFAC PAC) requires all labor, management, supervision, supplies, tools, material, equipment, and transportation required to perform Long-Term Maintenance/Remedial Action Operations (LTM/RAO) services for environmental sites located at Navy installations primarily in the State of Hawaii and the Territory of Guam but may include other locations in NAVFAC PAC s area of responsibility. This contract may include performance of services on private, county, or state lands that are associated with environmental sites located on installations and facilities included within the scope of this contract. The type of services required may include, but are not limited to, the following: Typical work will be long-term monitoring and management of Environmental Restoration (ER) sites which includes long term monitoring, operations and maintenance of remedial action systems, and maintenance of Land Use Controls (LUCs). This includes the determination of the effectiveness of remedial actions by collection and analysis of samples. Comparing concentrations of contaminants and evaluating data trends. Types of remedial/removal actions may include, but are not limited to the following: natural attenuation, capped landfills, groundwater treatment systems, phytoremediation, bioremediation, vegetative geogrids and other types of shoreline protection, soil vapor extraction, bioventing, bioslurping, steam sparging, capped aquatic environments, infiltration barriers, and free product recovery. In addition, this contract may include the performance of removal actions. The solicitation will be advertised as a competitive, 100% set-aside for eligible 8(a) firms. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The applicable North American Industry Classification System (NAICS) Code is 562910, Environmental Remediation Services, and the corresponding size standard is 500 employees. This procurement consists of one solicitation with the intent to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Priced (FFP) LTM/RAO contracts. The Government intends to award multiple awards, however, reserves the right to award only one contract if only one proposal is evaluated to offer the best value to the Government. The Government intends to award a minimum of two IDIQ contracts. All work will be awarded on contract task orders, on a fair opportunity basis, in accordance with (IAW) FAR Part 16.505. Source Selection procedures will be used to select the best value offeror using the tradeoff analysis in accordance with FAR Part 15 source selection process. The basis of award is to the Offeror whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The technical evaluation factors are anticipated to be: FACTOR A: Past Performance; FACTOR B: Experience of the Offeror and Key Personnel Experience/Qualifications; FACTOR C: Safety Program; and FACTOR D: Corporate Management. Price proposals will consist of a lump sum pricing structure. Pricing of a sample project will be required for the price proposal. The sample project will be an attachment included in the solicitation. When combined, the technical evaluation factors will be considered significantly more important than price. The contract performance period will consist of a base period of 12 months and two option periods of 12 months each. The total aggregate value for all contracts inclusive of options will not exceed $20,000,000 or 36 months, whichever occurs sooner. A minimum guarantee of $10,000 will be awarded on each contract for the base period only. Offerors can view and /or download the solicitation, and amendments, at the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil or the Federal Business Opportunities (FBO) website at https://www.fbo.gov when it becomes available. Hard copies of the RFP will not be issued. The RFP will be available in electronic format only and will be posted on the NECO website on or about June 29, 2011. The estimated proposal due date will be at least 30 days after the RFP is posted on the NECO website. Contractors are encouraged to register with FBO to obtain notification of important information about the RFP. Registration instructions can be found on the FBO website. Amendments will normally be posted to the web site http://www.neco.navy.mil. It is highly recommended that firms register on the NECO and FBO websites as planholders as this will be the only planholder s list available. It is the Offeror s responsibility to check the NECO and FBO websites periodically for any amendments or notices to the RFP.
