- Request for Information/Interest for the Disposition of Explosive Articles and Substances for USDOE/NNSA Pantex Plant Introduction: Babcock & Wilcox Technical Services Pantex, LLC (B&W Pantex) is the managing and operating contractor for the USDOE/NNSA Pantex Plant. B&W Pantex is seeking sources for sanitization of explosive articles and substances, including the accountability, control, storage, and security of property; and treatment or recycle of explosive machining scrap, waste with detonable quantities of explosive, and waste contaminated with residual amounts of explosive; and disposal of generated waste. This RFI requests information regarding potential contractor's capability, capacity, and experience in performing such work. Please see www.pantex.com and www.nnsa.energy.gov for information regarding the mission of the Pantex Plant. Description of Service Requirements: B&W Pantex requests information from interested respondents in providing the following technical services: Treatment and/or Recycle of Explosive Substances • Examples include: powder, extrudable, flakes, cuttings and chips from machining operations • Explosive: LX-04, LX-10, LX-17, PBX-9501, PBX-9502, TATB, XTX-8003/LX-13, XTX-8004 • This material would be shipped for disposal as an explosive substance Sanitization of Consolidated Explosive Articles • Examples include: Hemispheres, Booster Pellets • Explosive: LX-04, LX-10, and LX-17, TATB, PBX-9501, PBX-9502 • This material would be shipped as weapon components for sanitization1 (ref 40 CFR Part 260, Military Munitions Rule) • The contractor would be the waste generator and responsible for disposal of resultant waste Sanitization of Articles with Confined Explosives and Articles with Exposed Explosives • Examples include: detonators, parachutes, spin rocket motors, squib valves, timers, control modules • Embedded Explosives include: HMX, Lead Azide, LX-04, LX-10, LX-17, PETN, PBX-9501, PBX-9502, RDX, TATB, XTX-8003, • The contractor would be required to dispose of the generated material, which may include: steel, aluminum, Kevlar and other metal and plastic materials • This material would be shipped as weapon components for sanitization (ref 40 CFR Part 260, Military Munitions Rule) • The contractor would be the waste generator and responsible for waste disposal and/or recycling of resultant material 1Sanitization means the irreversible modification or destruction of a component or part of a component of a nuclear weapon, device, trainer, or test assembly as necessary to prevent revealing classified or otherwise controlled information (e.g., unclassified information that is restricted from the standpoint of export control because of its significance for nuclear explosive's research, development, fabrication, or proliferation purposes) as required by the Atomic Energy Act of 1954, as amended. Definition from the Preamble to the Military Munitions Rule, Section IV.B.2 Please address the following in your response: Security • Does your company provide physical security for materials in your possession? o If yes, describe your security program. • Is your security program and infrastructure accredited by the Dept. of Energy (DOE) or other government agency? • Does your company possess DOE Foreign Ownership/Controlling Interest (FOCI) clearance? o If yes, do you have DOE Q-cleared operations personnel? • Would your company be interested in meeting the requirements to become authorized to possess classified material? (ref. DOE M 470.4-2, Physical Protection) • Has your company previously registered with the United States Department of State to perform work subject to the International Traffic in Arms Regulations (ITAR, 22 CFR 120 though 130)? Submittal Instructions: Interested respondents should submit responses that describe the following information: • Similar projects completed; • Facilities and equipment your company would employ for this work; • Methods of sanitization and treatment that your company uses to perform the described work (detonation, burning, chemical processing, etc.); processing rates; and the unit cost to perform the described work. • Business size under the identified NAICs code for this RFI. • Any issues, challenges or concerns your company would have with executing the described services. Electronic responses are preferred (use either Adobe PDF or Word format). Requirements may change from those stated in this RFI. B&W Pantex does not intend to award a contract on the basis of this request for information (RFI) and is under no obligation to proceed with a Request for Proposal. The request does not obligate B&W Pantex or the government to the expenditure of funds or to pay for the information solicited. This is as a request for information and interest only.
