- Purpose: The Contracting Office for the Department of Veterans Affairs Maryland Healthcare System (VAMHCS), Baltimore Maryland is conducting a market survey/sources sought to help determine the availability of qualified small businesses. The requirement is for delivery of USP medical grade liquid bulk oxygen (LOX) to include installation of liquid cryogenic and/or other storage systems to supply multiple site locations throughout Maryland and West Virginia. The contractor will be required to forecast replenishment needs in order to anticipate and schedule deliveries. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responds to this market survey. Classification: The applicable North American Industrial Classification System (NAICS) code is 325120 (small business size standard is 1000 employees). The applicable Federal Supply Class (FSC) is 6505 for Drugs and Biologicals. Representations: Respondents must identify their socio-economic status as appropriate: -CVE Verified SDVOSB -CVE Verified VOSB -HUBZone -8(a) -WOSB -SB Qualifications: Respondents must be the manufacturer of the deliverables in accordance with the non-manufacturer rule (NMR). The Government will not award a Delivery Order or Contract based upon contractor responses to this announcement. Any proprietary information should be clearly identified as "proprietary information". All information provided will become the property of the Department of Veterans Affairs and shall not be returned. Responses must be submitted electronically via email to Troy.Graves@va.gov and are due by close of business on 6/14/2011 and shall identify a named point of contact with phone number and email address. Capability Statements: Contractors providing capability statements must presently have the experience and resources to provide, maintain and support U.S.P. medical grade (LOX) storage systems. Information contained in the capability statement should be directly relevant and specific to this request for information. Capable organizations must clearly demonstrate in their responses knowledge of, and applicable compliances and/or registrations with, all regulatory bodies which govern the manufacture; storage, handling, transporting and quality controls associated with USP medical grade (LOX) and storage systems.
