Description
The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to Qiagen, 19300 Germantown Road, 20874, for the maintenance and repair of Qiagen instruments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 12 months. As the original equipment manufacturer of these instruments, this is the only contractor that can fulfill these requirements. Qiagen provides service manuals to engineers containing service procedures applicable to the equipment trained on. The PM kit parts for preventative maintenance is controlled propriety parts and are therefore not available by companies other than Qiagen. Engineers periodically receive service information and updates, often consisting of compilations of recent problems and suggested methods of correction. These service information reports are only distributed to all product trained and actively employed Qiagen personnel. Each of these pieces of equipment is essential to the laboratory work of the Newborn Screening Molecular Biology Branch. As such, they are in continuous use and must be maintained appropriately to ensure accuracy and quality results. Qiagen provides the best service for their instruments with annual preventative maintenance service and well as emergency on-site support in the event that the instrument fails to work properly. For on-site support, the vendor will supply Qiagen-trained personnel with continuous updates on suggested methods of instrument correction. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Qiagen. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 2011-Q-13515 referenced in the subject line NO LATER THAN June 23, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
